The proposed election code of conduct for the upcoming election of members of the House of Representatives scheduled for February 21 has made new provisions, including requiring candidates to disclose their estimated election expenses and their sources along with their nomination papers.
Section 16 of the preliminary draft of the election code of conduct, which the Election Commission made public for comments on Sunday, proposes that political parties and candidates should open a separate account in a bank and financial institution and use it for election-related expenses. Candidates should designate an official to spend the money. When receiving financial assistance of more than 25,000 rupees, the amount should be deposited in the account with a bank or financial institution. If cash is received as voluntary assistance from an individual or organization, the amount should be deposited in the account with a receipt or receipt. The Commission will determine the limit (limit) that candidates can spend in the election.
The proposed code of conduct stipulates that propaganda, false information, and hate speech should not be given. Everyone should cooperate to conduct the election in an environment free from fear, freedom, fairness, transparency, and thrift. The election code of conduct applies to all government of Nepal, provincial government ministers, related bodies, observers, media institutions, and journalists.
The commission on Sunday urged political parties registered with the commission, various government and non-government organizations, general citizens and stakeholders to provide their opinions on the draft by Mangsir 20. The commission has also made public the election program for the election today.
