Gen-G protesters have submitted a draft letter of an 11-point agreement with the government for a settlement.

The draft letter mentions issues ranging from interim relief and health care in coordination with the families of the martyrs and injured of the movement to recommendations for prosecution and punishment of all officials of the then government involved in murder and human rights incidents based on the investigation of the Commission of Inquiry.

The draft letter also mentions the need to register and vote for overseas Nepali citizens in the voter list and to develop infrastructure by ensuring the voting rights of overseas Nepali students.

Point No. 5 of the draft letter mentions the need to reform the Constitution of Nepal. It includes issues such as holding a nationwide public discussion on the directly elected executive president or republican governance system, limiting the term of office of the head of state, executive chief of the three levels of government and the Council of Ministers to two full terms.

The draft letter demands that the age limit for membership of the House of Representatives, Provincial Assemblies and local levels be increased from 21 to 70 years. Similarly, the issue of keeping the Judicial Council completely free from political and party interference has also been included. The draft letter also mentions the issue of making public the reports of all high-level investigations and inquiry commissions formed under the Inquiry Commission Act 2026, including investigations related to human rights violations and corruption, in accordance with the prevailing law. It also includes the issue of the state providing the necessary legal, physical and technical infrastructure to prevent any kind of illegal regulation, prohibition or biased censorship in the expression, information flow and communication through the internet and digital media. Similarly, the draft letter also includes the issue of making legal, physical and technical reforms and providing infrastructure, expressing a commitment to prevent illegal surveillance and misuse of the digital data of ordinary citizens by the state or third parties.

The signatory of the draft letter, Gen-G leader Vikas Rasaili, said that they have submitted the draft agreement to the government. He said, 'The Gen-G Alliance, Gen-G Front, Sudan Gurung's team and independent Gen-Gs have submitted it. The rebel group (us) has signed unilaterally. The government side has not signed.'

The Prime Minister's Press Advisor Ram Rawal said that the draft letter has been prepared after the phased discussions between various groups of the Gen-G movement and the Prime Minister. The draft letter was prepared as it was said that a written agreement would be signed between the Gen-G agitators and the government. He said that the draft letter will be finalized based on legal national and international practices under the leadership of Phanindra Gautam, Legal Secretary of the Office of the Prime Minister and Council of Ministers. He said, 'After that, an agreement will be signed between the government and the Gen-G party.'
