The Ministry of Education, Science and Technology has requested details of students and their parents who received scholarships provided by private schools across the country.

The Ministry has written to the Education and Human Resource Development Center and directed it to provide details. The Education Act 2028, the Scholarship Act 2021, and the Compulsory and Free Education Act 2075 have made provisions for private schools to provide free scholarships to at least 10 percent of the students enrolled. The Ministry has directed that the details of students who were provided scholarships from the academic session 2080 to 2082 as per the said provisions be provided as soon as possible. There are complaints that despite the provision of scholarships in the law, schools have not distributed them, and even if they have distributed them, they have provided them on the basis of accessibility rather than the target group.

There are statistics that more than 2.35 million students are studying in about 8,100 private schools across the country. Based on the 10 percent basis, 235,000 students studying in private schools should receive scholarships. The Act provides for the selection of students from the poor, disabled, women, Dalit or tribal groups, and Zehendar quotas and provide free scholarships. The Ministry has requested to provide details of the names of the students receiving the scholarship, their parents, and the quota from which the scholarship was received. The district, municipality, school name, address, and full details of the students receiving the scholarship, including their academic background, have been asked to be disclosed.

Education Minister Mahabir Pun said that if any school is not providing scholarships, they should be provided as per the rules. ‘There is a rule that private schools should provide free scholarships to underprivileged, disabled, women, Dalit or tribal students, not less than 10 percent of the total number of students enrolled in their schools. According to that rule, I have instructed the Education and Human Development Center, Sanothimi, Bhaktapur, to compile and submit the names of students who have received scholarships from schools across the country,’ Pun wrote on social media.

The center has stated that it will collect details from the Education Development and Coordination Unit and local levels in the district and submit them to the ministry. Some local levels, including Kathmandu Metropolitan City, have been inviting applications and selecting students through competition as per the provisions of the law and recommending private schools to provide scholarships.
