National Assembly Speaker Narayan Prasad Dahal has said that cooperation and coordination between the state, government, and the Constitutional Commission is necessary for the implementation of the rights of indigenous peoples.
Chairman Dahal made the remarks while addressing a comprehensive interaction program organized by the Indigenous Peoples Commission in Lalitpur on Friday on the problems of implementing the commission's recommendations and the next steps.
Chairman Dahal had expressed concern, stating that only a few of the recommendations made by the Indigenous Peoples Commission have been implemented and most have not been implemented. He said, 'While studying the report of the commission, the implementation of the recommendations and suggestions seems weak, and the readiness of all organs of the state is necessary in this regard.'
Stating that the Indigenous Peoples Commission was formed in accordance with the constitution and legal system of Nepal, Chairman Dahal said that the formation of the commission is the achievement of a long struggle of the indigenous peoples. He said, 'The establishment of a federal democratic republic is the result of the sacrifices and struggles of the oppressed classes, including the indigenous peoples. Protecting this achievement is the common responsibility of everyone.'
Stating that although about 38 percent of Nepal's total population is indigenous, they are marginalized in all sectors and do not receive equal representation, Dahal recalled the contribution of indigenous peoples at every stage of political change.
Stating that the rights guaranteed in the constitution, especially the right to language and culture under Article 32 and the right to social justice under Article 42, are in the implementation stage, he expressed some frustration over the failure to enact the necessary laws and regulations on time. 'There are conspiracies to undermine the achievements made,' Dahal said, 'We must defeat such efforts and strengthen awareness and unity.'
Stating that the commission needs to be empowered with adequate means, resources and authority, Dahal said that he was committed to supporting it on behalf of the National Assembly. 'The role of the commission should be increased to draw serious attention of the government in enacting laws and regulations for the effective implementation of the rights guaranteed by the constitution,' he said.
