Election preparations: Commission studying applications for registration of fifteen new parties

The Election Commission has stated that it is studying the documents of 15 parties that have applied for registration of new political parties for approval.

The Commission says that 10 parties applied for party registration before the announcement of the election of members of the House of Representatives on Falgun 21 and five after the announcement, and the documents of those parties are under consideration. Although applications can usually be submitted to the Commission for party registration at any time, in the context of the formation of a new government after the Genji Movement, the dissolution of the House of Representatives and the announcement of elections, there has been a trend of party registration with the participation of the younger generation. The Commission will approve applications that meet the process, informed the Commission's spokesperson Narayan Prasad Bhattarai.

After the announcement of the election, the Shram Sanskriti Party led by Hark Sangpang, Mayor of Dharan Sub-metropolitan City, had applied for party registration on Asoj 7. In addition, the Nepal Liberal Party led by Gopilal Neupane had applied for registration on Kartik 2 with the 'Sikka' symbol.

The Nepal Nagarik Party led by senior advocate Surendra Bhandari had applied for registration with the Commission on Asoj 9. On October 30, the Dynamic Democratic Party led by Dinesh Raj Prasai applied for registration, demanding the 'Jyoti' election symbol.

The National Genji Party Nepal led by Hira Prasad Soti applied to the Commission on October 20 for party registration. This party has asked for the 'Cross Khukri' election symbol. 

Commission spokesperson Bhattarai said that since no one has received the name of a party with an age-group-opening nature and the 'Cross Khukri' election symbol so far, the Commission will decide on this by looking at the prevailing system and practice. 

Similarly, he said that the approval was not given to 10 parties that had applied for registration before the election announcement at the Commission because the documents were not received. These include Ujjaj Nepal, Rastriya Parivartan Party, etc. The Commission usually makes a decision within 45 days of the application for registration. Out of 122 parties registered with the Commission earlier, two parties have been divided in the meantime, reaching 124 parties.

Documents required for party registration

Nepal  According to the Constitution, 2072 BS and the Political Parties Act, 2073 BS, for the application for registration of a political party, 2/2 copies of the party's statute, regulations and manifesto,  flag, logo, seal, chosen election symbol, name of the party and address of the party's head office, names and addresses of members of the central executive committee or similar central-level committee and other office bearers, details of the party's source of income and sources of raising it, etc.

Similarly, there should be a democratic provision in the statute or regulations or a democratic provision to be made in the statute or regulations, a provision in the statute or regulations for the election of office bearers of each level of the party at least once in five years, an inclusive provision for women, Dalits and members from neglected and oppressed sectors in the executive committees at various levels, an effective provision in the party's statute to discipline party members, a decision should be made regarding the selection of the central working committee from the central meeting, the statute, flag, logo and election symbol to be chosen. Similarly, the certified copy of the citizenship of the central office bearer, the application for registration, the statute, regulations and manifesto must be accompanied by the signatures of all the central committee office bearers.

After the notification of the party for the election purpose is issued by the Commission, the old and new parties will have to re-apply for party registration. Before that, the new party must have had its registration application approved and obtained the registration certificate. According to the election schedule approved by the Commission on Asoj 20, the notification of party registration for the election purpose will be published on Kartik 28. 

For this, the Commission will give 10 days from Mangsir 1 to 10. Only parties that register in this way will be able to apply for party registration for the proportional electoral system.

Government and parties in dialogue to create an environment

In the context of creating an environment for the election, Prime Minister Sushila Karki had discussions with various parties represented in the dissolved parliament on Kartik 4 to create a political environment. The major parties have been stating that they are ready to go to the elections under the conditions of judicial review of the dissolution of the parliament, assurance of an environment of election security, and cordial dialogue between the government and the parties.

Earlier, at the call of President Ram Chandra Poudel, a discussion was held with political parties on Asoj 24 at the President's Residence in the presence of Prime Minister Karki on the issue of election preparations.

In the discussion held by the Election Commission on Asoj 30 with 29 parties, including those representing the dissolved House of Representatives and winning at least one ward member in the last election, the leaders had urged the government to hold intensive discussions with them. 

After the Genji movement on Bhadra 23 and 24, the government was formed under the leadership of former Chief Justice Sushila Karki and the dissolution of the House of Representatives and the election were announced on Bhadra 27. 

The Maoists have already decided to go to the elections, while the UML has prioritized the restoration of the House of Representatives. The meeting of the Central Committee of the Nepali Congress will be held again next week.
