The recent criminal activities in Kailali have exposed the growing violent tendencies within the society. These incidents have left the locals terrified while raising questions about the security forces.

Sher Bahadur Chaudhary of Khamaira, Godavari-10, who fled from his home after receiving death threats, was found dead on Asoj 24. Neighbor Lokendra Malla (Lucky) and his brother Bikash Malla of Ganyapadhura in Dadeldhura had threatened to kill him by kicking the door at 2 am on Asoj 23. Chaudhary's body, who fled from the back door fearing that he would be killed at home, was found the next day at the confluence of the Olani and Godavari rivers.
According to DSP Ranabahur Chand of the Area Police Office, Malakheti, the incident started at a dance bar in Attariya. There, there was a fight between the deceased's brother, Ramesh Chaudhary, Lucky and Vikas.
Later, Lucky and Vikas reached Sher Bahadur's house at night. Relatives said that Sher Bahadur ran for his life after breaking the door and entering. After the body was found, the relatives filed a complaint with the Area Police Office, Malakheti, alleging that Lakheti had killed Lakheti.
The deceased's brother, Ramesh Chaudhary, has demanded maximum action against the culprits for the brutal murder of his brother. 'Now not only our family, but the entire village has become unsafe. The police should not spare such criminals,' he said.
The police have arrested the murder accused Lokendra Malla and Vikas Malla and are investigating.
After the murder, the head was taken to the police post
The incident of Sher Bahadur Chaudhary had not been able to fade away . On the same day, at around 11 pm, another horrific incident occurred . Two youths slit the throat of Keshar Bahadur Budha of Ghodaghodi-8, Kailali, and carried his head in a bag to the Pratikhet police station .
The police found it hard to believe the scene . But there was a severed head in front of their eyes . After confessing to the murder, the police immediately took 18-year-old Bal Bahadur BK and 19-year-old Ganga Budha Chhetri into custody . According to police investigation, the deceased Budha was drinking alcohol with them . During that time, a minor dispute arose between them . Later, when the dispute escalated, the incident escalated to murder .
Police investigation revealed that BK, who was involved in the murder, also stabbed an Indian citizen . He had returned to Nepal only a few months ago after spending 2 years in an Indian prison .
Knife attack on Air while eating food
Another horrific incident has come to light while the police are investigating the murder of Keshar Bahadur and the accused Malla Dajubhai, who is accused of killing Budha and Sher Bahadur.
Gaurav Air, 32, of Navadurga Rural Municipality-2 in Dadeldhura, was seriously injured in a knife attack in Attariya. He was stabbed at the Shubham Hotel in Godavari Municipality-4 on the night of the 26th.
According to Deputy Superintendent of Police Rajkumar Singh, spokesperson of the District Police Office Kailali, a group of four/five people entered the hotel and stabbed him while he was eating food. The injured Air's finger was cut and his head and neck were also injured. He is currently undergoing further treatment at the Medicity Hospital in Rudrapur, India.
The place where Keshar Bahadur Budha was slit to death in Ghodaghodi-8, Jaraika, Kailali.
After the identity of the knife attackers was revealed, the police intensified the search operation. Twelve members of the group, which has been committing hooliganism in the name of the 'Cobra Sarkar' group, have been arrested in this incident. Bhim Nepali, 29, known as Sunny, of Dhangadhi-2, 18, Anupam Singh, 18, Muskan Singh, 20, Babin Singh, 26, Gopal Bhatt, 18, Prince Singh, 18, Vishal Bohara, 18, of Dhangadhi Sub-Metropolitan Municipality-3, Kiran Mahara, 23, of Krishnapur Municipality-9, Kanchanpur, 26, Govinda Balayar, 32, of Punarbas Municipality-10, Dinesh BK, and 32, of Anil BK, have been arrested, according to the District Police Office, Kailali.
A complaint was filed against 15 members of this group for their involvement in the incident. Four others were absconding. Among the absconding members, 32-year-old Teju Rokaya has also been arrested, according to the District Police Office, Kailali. It has been revealed that Rokaya is the coordinator of Tarun Dal Kailali Area No. 5 Province (B). According to the police, they were all arrested from the border area while fleeing towards India.
The locals of Kailali are now terrified after these unpleasant incidents that took place within two to three days. On 22 Falgun last year, a youth from the Cobra Sarkar group also attacked Sundar Lal Chaudhary, an employee of the Nepal Electricity Authority, with a khukuri.
Murder of a 16-day-old pregnant woman
On Asad 6, 19-year-old Tulsi Nath of Gauriganga Municipality-7 Kailashpur was found dead in a drain in front of her house. Her brother-in-law Navin Nath was arrested on charges of murder.
Navin has given a statement to the police that he killed his sister-in-law by covering her face with a pillow while she was sleeping for gold ornaments. After the murder of her sister-in-law, the gold ornaments worn in her ears were removed and found hidden under a stone near her house.
The cause of her death could not be determined as there were no external injuries. However, when the ornaments worn in her ears were not found, the investigation from that angle revealed that she was murdered. Tulsi was 16 days pregnant at the time of the murder.
The recent criminal activities taking place in Kailali have exposed the violent trend that has been growing in the society. On the one hand, the locals are terrified by these incidents, while on the other hand, questions are also being raised about the security agencies.
Locals say that crime is growing because there is no strict punishment for those involved in crime. Rekha Chaudhary, a local from Dhangadhi, says that she is now afraid to step out of her house after 6 pm. According to her, murder and violence are increasing in the society because murderers are escaping from prison and some are being released after paying money within 2/3 years.
‘People are being killed like insects. All this is because there is no strict legal action,’ she said. Another local, Khem Raikal, said that people with a criminal mindset are increasing in the society. At such a time, she demands that the security agencies should guarantee security to the citizens.
‘It has come to a point where we have to be afraid to walk freely. Murders started happening every day. How can the general public feel safe?’ she asked.
The representative incidents mentioned above are heinous crimes. Apart from these, many other criminal incidents are taking place in Kailali. Among them, cases of duty killing, murder industry, drugs, rape, theft and public crimes seem to be more common.
Police statistics say that crime is on the rise
The statistics of the District Police Office show that heinous crimes are on the rise in Kailali. In the fiscal year 2080/81, 11 cases of manslaughter, 26 cases of attempted murder, 23 cases of abetment to suicide, 83 cases of theft and robbery, 315 cases of drug trafficking, 2 cases of organized crime, 351 cases of public crime, and 32 cases of indecent behavior were registered.
3 cases of human trafficking and smuggling, 87 cases of rape, 18 cases of rape, 2 cases of marital rape, 10 cases of child sexual abuse, kidnapping and hostage taking, 1 case of disappearance, 1 case of acid and chemical substance use, and 7 cases of cybercrime were registered.
Similarly, in the fiscal year 081/82, 15 cases of manslaughter, 39 cases of attempted murder, 18 cases of abetment of suicide, 73 cases of theft, 469 cases of drug trafficking, 6 cases of organized crime, 203 cases of public crime, 6 cases of caste-based untouchability, 9 cases of human trafficking and smuggling, and 87 cases of rape have been registered. Similarly, 26 cases of rape, 2 cases of marital rape, 8 cases of child sexual abuse, 3 cases of kidnapping and hostage-taking, and 3 cases of cybercrime have been registered.
In the first three months of the fiscal year 082/83, 8 cases of manslaughter have been registered. This number shows an increase in crime compared to other years. Similarly, 8 cases of manslaughter, 9 cases of theft, 7 cases of fraud, and 64 cases of drug trafficking have been registered. There are 19 cases of public crime, 22 of human trafficking and extortion, 3 of criminal industry and one case of electronic crime and cyber crime registered.
Regarding the criminal incidents taking place in Kailali and the growing security challenges, Chief Deputy Superintendent of Police (SP) of the District Police Office Kailali, Narendra Bahadur Chand, says that he is working on making additional plans for the safety of citizens. ‘We have increased checking, most of the incidents seem to be committed by people we know.’ We are working on making additional security plans for this,’ he said. He also said that criminal incidents are more common outside the district headquarters Dhangadhi.
SP Chand says, ‘It seems that organized crime incidents have taken place outside the headquarters. Some criminal groups are active in them. Currently, we have taken control of a group from Tikapur involved in the Bhupendra Badwal murder case and a group spreading terror under the name Cobra Sarkar. They are being investigated. Chand also said that the police are trying to make the citizens feel safe.
Tikeshwari Sharma, a professor of sociology at the Far Western Campus, attributes the recent increase in criminal incidents in society to economic deprivation, unemployment, lack of moral education, and social media. According to her, she concludes that unequal distribution of services, unequal access, and hostility created by ethnic, regional, and tribal conflicts are also factors.
Youth are more likely to be involved in criminal incidents. Professor Sharma says about this, “Today’s youth have very little tolerance and patience. They want quick results in everything. Poverty, unemployment, the hi-fi lifestyle of others seen on social media, and the inability to fulfill their own needs create a criminal spirit in them.”
Professor Sharma has commented that crime is increasing even after taking advantage of the weak morale of the security forces after the Genji movement. He suggests that work should be done at the state level to prevent such incidents.
‘Equal distribution of services, reducing poverty and unemployment rates, strengthening the security forces, regulating social media and emphasizing moral education will reduce criminal incidents,’ she said.
