Nepali Congress central member Pradeep Poudel has presented a proposal for the transfer and transformation of the Congress, arguing that if the party moves forward accordingly, it can win a majority in the upcoming elections.

Presenting his proposal at the ongoing central committee meeting in Sanepa on Friday, he said that the Gen-G rebellion in the country should not be viewed as suspicious and should be proactive in addressing the core issues raised by it. He said that the issues raised in the Gen-G rebellion such as ending corruption, good governance, economic development, youth and employment are legitimate and need to be addressed.

‘It would be beneficial for the country to understand this rebellion by the youth as a result of our failure to practice full democracy, corruption is rampant and we have not been able to be accountable to the people,’ he said.

Let’s not view the Gen-G rebellion with suspicion

Stating that the clear message of the youth rebellions that have taken place and are taking place around the world is that democracy is strong, he said that the Nepali Congress can benefit the most from this rebellion. ‘But for this, the Nepali Congress must conduct a brutal review of its weaknesses and choose an objective path of reform,’ he said.

Documenting his proposal, former Minister Poudel, who registered it with the central committee, said, "Rather than viewing the youth uprising in the country with suspicion, it is necessary to try to address the main issues raised in it as soon as possible," he said.

He also said that if this can be done, the instability arising in the current fluid situation and the entry of selfish elements can be controlled.

Leader Poudel also said that the incidents that took place during the youth uprising should be investigated impartially and the guilty should be taken action.

Praising the role played by President Ramchandra Poudel in resolving the current crisis, he also condemned the attack on the party president. Leader Poudel said that the statement presented by the president in the party meeting on the 28th was responsible and the party should run accordingly.

Socialism through health insurance reform

Poudel, who is also the former Minister of Health and Population, said that during his tenure as a minister, improvements were made in health insurance by increasing facilities and increasing the relief limit for the underprivileged. He argued that socialism in health could be brought about if the party took this forward as an official policy.

‘Socialism as per our party’s policy can be achieved through strengthening the health insurance program,’ is stated in the proposal submitted by former Minister Poudel.

Digi Youth Congress proposal

Central member Poudel has proposed that the party should address the youth issue of generational transfer and transformation and increase youth participation in the party leadership. He has presented the concept of forming a Digi Youth Congress to increase youth participation. ‘This will work to connect the capacity and qualifications of the new generation to the party,’ he said.

In addition, Poudel has proposed that leadership selection be carried out in a way that ensures youth participation from the ward to the center.

Let's reduce the number of MPs, ministers, and abolish the District Coordination Committee

Leader Poudel has proposed restructuring, saying that the current federal, provincial, and local governments are expensive and complicated to maintain, and that dissatisfaction among citizens has increased. He has proposed restructuring the House of Representatives, presenting the concept of cost-cutting and a streamlined government, and has mentioned that the number of MPs and ministers in the House of Representatives should be a maximum of 15.

Poudel also proposes reducing the size of the provincial assembly by 40 percent and making the provincial cabinet a maximum of 5 members.

Stating that the local level can reduce costs and provide effective services by reducing it to 400, he has mentioned that the District Coordination Committee should be abolished, saying that it is not justified.

Leader Poudel has proposed reducing the posts of vice-president and deputy chief at the local level, saying that they are burdensome. His proposal states that making half of the candidates women will also increase inclusivity and women's participation.

Single membership proposal, members have the right to choose the leadership up to the center

Leader Poudel has proposed restructuring the party's membership and leadership selection. He has proposed to provide easy and uniform membership. He proposes that the district president, central president and office bearers can be directly elected from active members. He argues that this will make the party more democratic and the cadres more powerful.

Central member Poudel, who proposed that the party's candidate selection in the upcoming elections should be based on primaries within the party, has proposed that the party should go to the election by nominating a prime ministerial candidate.

Leader Poudel has proposed in his proposal to go to the 15th general convention immediately, keeping in mind the current rebellion, the demand for a special general convention, increasing the involvement of the youth, and the scheduled elections to the House of Representatives.

‘Only this will bring fresh leadership and policies with a fresh mandate and the party will come forward with new energy. The entry of young youth will increase. Only this will have the power to solve the country's problems,' is his proposal. Thanking the friends who proposed the special general convention, Leader Poudel said that in the current situation, extending the term of the party convention on this or that pretext will push the party and the country into a serious crisis and should not be considered, adding that the 11th general convention will be completed in 60 days.
