A month after the dissolution of Parliament: Only 36 MPs returned their red passports

Even after one month of the dissolution of the House of Representatives, most of the MPs have not returned the diplomatic passports (red passports) they received in their official capacity. On the recommendation of the Federal Parliament Secretariat, 179 MPs got diplomatic passports. However, only 36 people have returned their passports by the one-month deadline given by the legal system for returning passports.

Rama Koirala Paudyal, Sapna Rajbhandari, Pratima Gautam, Kantika Sejuwal, Ramesh Rizal, Shyamkumar Ghimire, Mohan Acharya of Congress are among the MPs who returned their diplomatic passports received as MPs during office hours on Sunday. The UML MPs who have returned their passports are Mahesh Bertaula, Sunita Baral, Ishwari Gharti, Suhang Nemwang, Manveer Rai, Harkamaya Vishwakarma, Achyutprasad Mainali, Thakur Prasad Gayre, Raghuji Pant, Deviprakash Bhattachan and Harkamaya Vishwakarma.

Maoist's Hitraj Pandey, Madhav Sapkota, Rupa Soshi Chaudhary have also returned their passports to the Parliament Secretariat.

Federal Parliament Secretariat Spokesperson Ekram Giri informed that most of the MPs of RSVP went to the passport department and returned their diplomatic passports to the Secretariat. RSP Dr. Tosima Karki, Hari Dhakal and Vinita Kathayat submitted their passports at the Parliament Secretariat. DP Aryal, Swarnim Wagle, Sobita Gautam, Santosh Periyar, Manish Jha, Sumana Shrestha, Ganesh Parajuli, Nisha Dangi, Asim Sah and Dr. Giri said that the Secretariat has received the information that Chanda Karki submitted the diplomatic passport to the department.

Pashupati Shamsher Jabara of RPP and Krishna Kumar Shreth of United Socialist Party have also submitted their passports at the secretariat.

Spokesman Giri said that the secretariat has not received the details of those who submitted their passports to the department. There is a provision that the diplomatic passport bearer must return the passport within one month of leaving the post . If the passport is not returned within that time, there is a legal provision that the passport department will cancel it. Rule 18 of the Passport Rules 2077 has provisions regarding the return of diplomatic passports. "If a person in a government position with a diplomatic or special passport leaves his position for any reason, he must return the diplomatic or special passport issued in the name of himself and his family members to the department within one month from the date he left his position and returned to Nepal if he was abroad,"  There is provision in the regulations. After the returned passport is returned and the diplomatic or special passports that are not returned within that period, there is a provision of the regulations to be canceled by the department. 

The position of Speaker and Deputy Speaker is to remain in place even if the House of Representatives is dissolved. There is a legal provision that their position will remain until the day of registration of nominations for the next election.

President Ramchandra Paudel decided to dissolve the House of Representatives after the Sushila Karki-led government formed after the movement and demonstrations of Gen-G recommended the dissolution of the House of Representatives on August 27.
