Discussion on the option of calling a regular convention before the end of November, immediately appointing an acting chairman or dissolving the executive committee and forming a convention organizing committee under the leadership of a leader to prevent the special convention.

After collecting the signatures of more than 40 percent of the convention delegates required to convene a special convention, Congress President Sher Bahadur Deuba, who is under pressure, has started looking for a way for his "honorable" exit. Leaders close to him have said that he is discussing options other than a special convention for the exit with the leaders of the founding party.
Deuba, who was injured by the attack of the protestors during the Gen-G movement, did not meet politically for a long time. When the central working committee meeting was approaching, after collecting signatures to call a special convention, Deuba started the political meeting. "Since it seems that there will be no dignified exit when going to the special convention, Deuba is discussing various measures with those close to him," a leader said, "He wants unity to be maintained within the party."
According to that leader, Deuba is trying to take Chief Ministers Gagan Thapa and Vishwaprakash Sharma into confidence. For that, Deuba plans to have a joint discussion with them on Wednesday. After the Gen-G movement, both the General Ministers requested Chairman Deuba to immediately appoint the Acting Chairman. After Deuba did not give any indication of leaving the leadership immediately, with the support of General Minister Thapa and Sharma, the party's young leaders started nationwide signatures for the special convention before Dasain.
According to a leader near Deuba, three options are being discussed to prevent the special convention, to convene a regular convention to be completed by the end of November, to withdraw from the leadership immediately by appointing an acting chairman, or to dissolve the current working committee and form a convention organizing committee under the leadership of a leader. The Chief Minister is taking a stand that the convention should be held within November, regardless of whether it is special or regular.
General Minister Sharma said that a regular convention within the middle of November would be the best option for reorganizing the party in the current complicated political situation. He said that if the central working committee is not ready for this, it should go to a special convention. Sharma has called upon all the interested representatives to sign before the central working committee meeting. The meeting of the Congress Central Working Committee is scheduled for 26 October. "Preparations are being made to submit the petition related to the special convention with signatures to the central working committee," said Sharma.
The leaders of the founding party are dissatisfied with the two general ministers saying that they collected signatures for the special convention before the central working committee meeting. Party spokesperson Prakasharan Mahat expressed his anger saying that they were trying to remove the party chairman in a humiliating manner by getting the signatures of the delegates to call a special convention.
"We are not saying that the party should not be reformed, we should proceed in such a situation, but it is not within the institutional dignity to get signatures without discussing in the working committee about how to improve and what path to take in the current situation," he said. After that, a decision could be taken on how to proceed. He (General Minister) behaved as if the leadership should come into our hands without patience, only then everything will be fine. Mahat also said that it is not appropriate to collude while in power and now to put all the blame on the head of the Chairman.
General Minister Sharma has refuted the establishment side's statement that the special convention will weaken the party. "The special convention is not against the law. It is provided in the constitution of the party. Using it in a mature manner does not weaken the party. When an operation is performed on a person, it definitely has a small effect, but after a successful operation, the person gradually recovers," Sharma said in a video message on Tuesday.
General Minister Sharma said that the provision that the party central working committee itself can call a special convention without 40 percent signatures is safe. He said that if the central working committee does not want to take a decision on that, the right of the statute can be used to go to a special convention with the signature of 40 percent of the representatives. "We can't sit like a frozen pond in the current harsh situation, we all want to reach a suitable conclusion, for that organizing the 15th convention is the best way," he said.
In the case that the old membership has not been renewed and the new active membership has not been distributed, there is no possibility of holding a regular convention within November. General Minister Sharma argues that a regular convention is possible in November if the leadership wants. "If the two-and-a-half-day protest of the Jan-ji Yuva can overturn the entire power, why can't the congress be held in two-and-a-half months?" Sharma said, "If someone says it can't be done, your signature will welcome us all - to the special convention." A changed Congress is less important for you and me, more important for the country, I have said - those who change, take the lead. Those who don't change, take leave.'
While the founding party is not in favor of holding a regular convention within November, efforts are being made to unite other parties to face a special convention. For that, efforts are being made to remove mistrust between leader Shekhar Koirala and General Minister Gagan Thapa, said Gobind Pokharel, a central member near Koirala. Last time Koirala and Thapa had a long discussion on Monday.
According to Dharana Koirala, it is appropriate to proceed for a special convention only if the Central Working Committee cannot take a decision about the regular convention. For that, there are two types of opinions on the other side about whether to submit signatures before the Central Working Committee meeting or proceed after examining the meeting. Devraj Chalise, a leader involved in the
signature campaign, said that the signatures can be submitted after examining the meeting. Noting that more than 40 percent have already been signed, he informed that he wants to advance the special convention as a popular agenda by getting more than 51 percent of signatures. The number is increasing. It is witnessing unprecedented participation. We are getting calls from district to district asking that we also participate in the party's decision and reform process. Many friends have yet to sign due to festivals and natural disasters. We want to secure the participation of all those who are interested and establish it among the people by making it a common agenda of the party and not of particular leaders and groups," he said.
Leader Chalise said that the Central Working Committee itself had to conduct a signature campaign because of the suspicion that it would convene a special convention. "We have carried out this campaign by realizing our duty and responsibility and using the inherent rights given by the law to ensure that the party should not be held captive by indecision," he said. It is the moral responsibility of the Central Working Committee to hold a regular convention in November. We will not be silent spectators if the Central Working Committee fails to fulfill this responsibility. It is our right to demand a special convention.'
Chalise said that the policy and agenda of the party should be decided based on the people's opinion and opinion. The situation before and after August 23-24 is not the same. We can no longer be prisoners of status quo and indecision. Change is sought on the one hand, not by showing problems on the other. What will happen if the bridge is built on one side and the river flows on the other side?'' He said, 'It is possible for a few people to move the party forward by dividing the minds of the people, but it is not possible to form a party for the common people.'
Even though the regular convention is being discussed from the establishment side, it does not seem possible to complete it within November with the current process. Even in half of the districts, the renewal of active membership has not been completed. New active memberships have not been distributed. The doors of the central convention will be opened only after the regional convention of toll, village/city rural municipality and representative assembly constituencies. A Congress official says that it will take at least 6 months to do all this work. Congress spokesperson Mahat said that the regular convention cannot be held on time due to lack of attention to the work of the active members.
