Civic leaders have suggested that leaders of major political parties retire and take leave from politics.  30 civic leaders issued a joint statement and asked for the handover of leadership. The civic leaders have also demanded to ensure the election on the scheduled date.

 

'This is not only for the justification and future of a particular party, but we also want to clarify the reality that resignation and voluntary retirement are inevitable to make the future of democracy and party system and party and party leadership accountable to the people,' said the appeal.

The interim government that was formed after the successful rebellion of Gen-ji announced the election of the House of Representatives on February 21. They said that it is today's national responsibility to hold the election on the scheduled date to protect the federal democratic republic established through the historic people's movement and the constitution made through the Constituent Assembly.

'The creation of a favorable and reliable environment by the government is a mandatory prerequisite for elections. Therefore, we earnestly appeal to the government to create a credible environment to conduct the election on the scheduled date by communicating with the political parties and protesting Gen-G groups and taking everyone into confidence.

This is the appeal

1. The interim government, formed after the successful uprising of Gen-G generation on August 23-24, has announced the election of the House of Representatives on February 21. It is today's national responsibility to hold elections on the scheduled date to protect the federal democratic republic established through the historic people's movement and the constitution made through the Constituent Assembly. But creating a favorable and credible environment for the government is a mandatory prerequisite for elections. Therefore, we earnestly appeal to the government to create a credible environment to conduct the elections on the scheduled date by communicating with the political parties and protesting Gen-G groups and taking everyone into confidence. We are confident that the interim government formed under the leadership of Mrs. Sushila Karki, who faithfully administered justice as the Chief Justice of the Supreme Court, will fulfill its special responsibilities by considering democratic values, constitution, rule of law, human rights and civil supremacy as guiding principles. 

2. Peace and security is the first condition for fair, peaceful and fearless elections. But from the point of view of peace and security, it seems challenging now. On the one hand, the morale of the security agencies is very weak, on the other hand, the government itself has issued information that more than 1,100 arms and weapons of the Nepal Police have been stolen. Most of the offices of Nepal Police have been burnt, communication equipment is not enough, they don't even have minimum uniforms and safety equipment . An atmosphere of fear and terror has been created in the society after prisoners and criminals who have escaped from prisons involved in serious crimes have started killing, stealing, and robbing. Therefore, we want to attract the attention of the government to restore peace and order immediately by raising the morale of the security agencies and managing the necessary resources. 

3. We sincerely appeal to the political parties to participate in the February 21 election, whether or not. According to the Constitution of Nepal, if there is no election of the House of Representatives within six months, we want to draw the serious attention of the parties to the reality that another serious political and constitutional crisis will be created. 

4. The original leadership of the major party represented in the dissolved House of Representatives (Chairperson/Chairman) should take moral responsibility for the current situation and resign with an apology and take voluntary retirement . This is not only for the justification and future of a particular party, but we also want to clarify the reality that resignation and voluntary retirement are inevitable to make the future of democracy and party system and party and party leadership accountable to the people. 

5. In view of the special and extraordinary political environment that has been created after the Jen-G rebellion, it is necessary for all the parties represented in the dissolved parliament to hold a special convention and elect a new leadership as per democratic practices. Likewise, it is necessary to fundamentally reorganize and transform the party through a special convention. We also want to remind the reality that if the party does not reorganize, transform and purify itself according to public sentiment, it will become more unpopular, weak and unresponsive. 

6. It is necessary to adopt a timely political, economic, social and cultural policy by ensuring not only new leadership from the special convention, but also ensuring the agenda, feelings and representation of the people and especially the young generation in the changed scenario . We sincerely appeal to the parties to participate in the elections based on new leadership and new policies. 

7. We sincerely appeal to the government to conduct an impartial investigation into the government repression and killing of youths on August 23 and the destruction, chaos, vandalism, arson and attack on public and private property and media houses on August 24 and punish the culprits . But we want to draw the government's serious attention to the reality that the fundamental value and recognition of the rule of law will be questioned by encouraging impunity and criminal tendencies if the criminals involved in the incident are not prosecuted under the pretext of a commission to investigate the incidents of August 23 and 24.
