The meeting of the secretaries of the Government of Nepal chaired by the Chief Secretary has reduced the meeting allowances received by the employees.
A meeting of bus secretaries under the chairmanship of Chief Secretary Ek Narayan Aryal has decided to reduce expenses in view of the dire situation in the country.
It has been decided to reduce the number of employees by 20 percent along with reduction of allowances. It has been decided to form a task force under the coordination of the secretary of the Prime Minister's Office to abolish unnecessary government structures and bodies that hold government meetings and seminars in the government hall, and for that purpose, the secretary of the Prime Minister's and Cabinet Office's government areas will be coordinated and carried forward immediately.
There have been decisions including canceling the passes issued by the ministries and agencies and issuing new ones as per the need .
The concerned agencies have also been instructed to collect the details of the damage caused during the arson and vandalism during the movement led by Jen-G and the subsequent demonstrations and submit it to the relevant ministry .
What was decided in the secretaries' meeting?
1. Dated 23rd and 24th of Bhadra 2082, there has been an unimaginable and irreparable loss of people's wealth during the protests and agitations led by the youth in various places of the country including Kathmandu. We express our deepest condolences to the bereaved families while expressing our heartfelt condolences to all those who lost their lives in this incident. Also, we wish for the speedy recovery of those injured in the incident.
2. On the basis of that movement, the current interim government, which was formed on 27th Bhadra, 2082, has been entrusted with the responsibility of holding the elections of the House of Representatives on 21st Falgun, and we express our commitment that all national service employees will actively participate in the work of conducting general elections in a clean, fair and fearless environment at the appointed time.
3. In this dire situation, the relevant agencies will make immediate arrangements to prevent disruption of essential services such as education, drinking water, health care, public transport, food and drug supply, telephone, electricity, administration of justice etc.
4. Due to the heavy damage to many office buildings during the protest, such government offices have established temporary offices according to the situation, transferred to other government offices or started their regular work by renting houses.
5. The relevant ministry/organization will prepare the actual damage and loss of physical structures, devices, vehicles, furniture, information systems, etc. that were damaged due to arson and vandalism during the protest on 23rd and 24th of Bhadra 2082. In addition, the relevant ministry/organization should immediately initiate the action by preparing a detailed action plan of the actions to be taken to address the damage.
6. Post Disaster Need Assessment (PDNA) of damaged structures will be carried out by the National Planning Commission in coordination with the Ministry of Finance and the National Disaster Risk Reduction and Management Authority.
7. In extreme circumstances, reconstruction of damaged structures, maintenance and procurement of goods will be carried forward immediately in accordance with the provisions of the existing Public Procurement Act and Regulations. If it appears that the existing Procurement Act and Regulations make it difficult to purchase through a quick and simple method, the Office of the Prime Minister and the Council of Ministers/Public Procurement Monitoring Office will immediately proceed with the process of amending the Act.
8. During the arson and vandalism that took place on the 24th of Bhadra in the Singhdarbar complex, the vehicles that were completely damaged by fire and unusable and the various devices, equipment and furniture that were destroyed due to burning or vandalism should be immediately piled at the back of the International Convention Center, Naya Baneshwar and from there, the process of immediate auction/destruction should be carried out in accordance with the procedure prescribed by the Financial Procedures and Financial Responsibility Act and Regulations. The Ministry of Physical Infrastructure and Transport and the Ministry of Urban Development will make arrangements to move the tools, equipment and furniture from the Sinha Durbar complex to the International Conference Centre, New Baneshwar.
9. Bringing austerity in public expenditure in the current dire situation. No employee of the Government of Nepal shall receive meeting allowance. All national level conferences, seminars, workshops, interactions etc. held by the office shall be organized in government buildings and halls.
10. In the case of projects (piecemeal projects) with a small allocation of funds in the current financial year, all ministries and agencies will not implement such projects for which liability has not been created. Funds allocated for such projects should be transferred/sourced for the reconstruction/repair maintenance of damaged structures and the purchase of equipment.
11. In the purchase of furniture and other items that were destroyed during the movement and need to be purchased new, preference should be given to domestic products.
12. According to the wishes of the young generation, the standards, procedures and guidelines that are seen as obstacles to make the public service delivery and decision-making process agile, frugal and effective should be immediately abolished or revised.
13. If there is a vacancy in an office that has to provide direct services to the citizens, the Ministry of Federal Affairs and General Administration will immediately fill the position at the request of the concerned office.
14. As the festivals are approaching, the Ministry of Industry, Commerce and Supply will arrange for easy supply of food and other materials needed by the people, black market control, and market monitoring. Also, the Ministry of Physical Infrastructure and Transport will coordinate public transport management to facilitate the traffic for the festival.
15. The posts in the ministries, commissions, secretariats and offices of the Government of Nepal will be reduced by 20 percent on average and submitted to the Council of Ministers of the Government of Nepal within 20th of Ashwin 2082 for approval.
16. The process of abolition, merger and transfer of unnecessary government structures/bodies will be carried out immediately by the Secretary of the Office of the Prime Minister and the Council of Ministers in coordination with the relevant ministries.
17. In order to streamline the regular work of various ministry agencies and security agencies and facilitate the delivery of services, a working group consisting of the Urban Development Secretary, the Physical Infrastructure and Transport Secretary and the Revenue Secretary will be formed under the coordination of the Secretary in charge of the government sector of the Office of the Prime Minister and the Council of Ministers. The task force will manage the vehicles.
18. To cancel the entry passes issued earlier by the ministries and agencies in the Singha Darbar unnecessarily. Also, a new entry pass can be issued in urgent cases.
19. As it was found that the performance evaluation form of some employees had been destroyed by fire in the office, the Ministry of Federal Affairs and General Administration will proceed with the necessary process regarding the filling and evaluation of the performance evaluation form again in accordance with the provisions of the Civil Service Act and Regulations. In the event that the collected property details are burnt, the collecting body will inform the relevant persons/officers to submit the property details again.
20. We would like to express our sincere thanks to the national servants who work round the clock in service delivery without being disturbed even in difficult situations and will work with high morale to increase the trust of the citizens towards the government by providing more efficient and quick service in the future.
20. Public call to hand over the goods stolen/looted from various government agencies, institutes and private houses and commercial establishments during the demonstration to the relevant agencies or the nearest police station.
