The Legislation Management Committee under the National Assembly has accepted the provision that the tenure of the Chief Secretary of the Government of Nepal and the Chief Registrar of the Supreme Court will be two years. In the Federal Civil Service Bill, the legislative management committee agreed to maintain the term of office of the gazetted special category staff secretary according to the provisions passed by the House of Representatives.

In Thursday's meeting of the committee, it was agreed that the term of office of the chief secretary and chief registrar will be two years and the term of office of the special category will be four years.

In the bill proposed by the Ministry of Federal Affairs and General Administration, the term of office of the Chief Secretary of the Federal Government and the Chief Registrar of the Supreme Court was proposed to be three years and the term of office of the Secretary was proposed to be five years . In the current Civil Service Act, 2049, the term of office of the Chief Secretary and Chief Registrar is three years and the term of office of the Secretary is five years . Anjan Shakya, a member of the

committee, emphasized the need to enact a civil law to encourage the youth in the civil sector.

Member of Parliament Suresh Kumar Ale Magar mentioned that reservation is provided in the constitution for equality and opined that the new civil law should follow the inclusive and proportional system.

Member of Parliament Jhakku Prasad Subedi said that a period of four years should be kept for Dalits and women in the promotion system.

Member of Parliament Gangakumari Belwase emphasized that the principle of inclusiveness should be implemented for Dalit, women and backward community employees as inclusiveness is a positive difference . She opined that special arrangements should be made for promotion in the case of Dalits, women and backward communities.

Meera Acharya, joint secretary of the Ministry of General Administration, argued that since the mandatory retirement age of the employees will be 60 years, a five-year tenure should be kept for promotion . She opined that it is a practical aspect to increase the period of compulsory retirement as well as the period of promotion.
