Since the Nepal Railway Department has not appointed the initial officer for a long time, Gaurav's east-west railway plan has stalled. All the work of the East-West Railway is at a standstill due to the lack of initial officers.

Since Vinod Ojha, the only initial officer working in the section, retired two months ago, no other officer has been appointed. The appointment of the initial officer in the railway is done by the Ministry of Physical Infrastructure and Transport on the recommendation of the Railway Department. However, the department has not started the initial officer appointment process.

Due to the absence of the initial officer, the acquisition of the land acquired by the department and the publication of information have also been stopped . The land owners of Bardiwas and Bhangaha in Mahottari have not been able to get compensation for a long time. When the work of the East-West Railway was stopped, the structures built so far started to deteriorate.

Last week Mahottari region leader and former minister Girirajmani Pokharel met Physical Infrastructure and Transport Minister Devendra Dahal and Department Director General Ravindralal Das and asked them to appoint initial officers in the department and to resolve the compensation problem seen in Bardibas and Lalbandi. The landowners of Bardibas and Bhangaha, who accompanied Leader Pokharel, also complained to Minister Dahal and Director General Das that they were in trouble due to the delay in the distribution of compensation. 

Minister of Physical Infrastructure and Transport Dahal assured that the initial officer in the department will be appointed soon. Minister Dahal said, "Publicizing the information of the remaining shares of Bardibas municipality-14 and the compensation of farmers in Bhangaha and Bardibas areas will be resolved by legal opinion.

After a week of assurance given by Minister Dahal, officers have not been appointed in the railway department. Due to the absence of the initial authority, the work on the East-West Railway with the subsidy of the Indian government has also been stopped . The railway track and railway bridge, which were prepared 5 years ago by spending about 20 billion rupees, have become dilapidated even before they were put into operation. A bush has grown on the track bed of the railway. Railings and duct covers of railway bridges are being stolen and some have been destroyed. 

The affected locals in Bardibas-Lalgarh area have been protesting for a long time saying that there is a difference in compensation distribution. But an official of the railway department said that the ministry could not appoint the initial officer and the work could not proceed as six files were stopped in the ministry. 

According to Uddhav Budhathoki, a farmer of Bardibas, the minister gives instructions, but the secretary and other officials have a tendency to get stuck in the work . Budhathoki said, "Even after so much time, the compensation dispute has not been resolved. We are in trouble if we don't get the compensation." The railway structure is also becoming dilapidated and useless. The government doesn't mean anything .'
