Congress General Minister Gagan Thapa has said that the biggest problem of federalism is not the state but the union itself. Addressing a program organized in Kathmandu on Friday, he claimed that even after the country went to federalism, the union government could not go to federalism.

Similarly, he mentioned that while the Congress and CPN-UML were forming the government, amending the constitution was the first priority and said that they should not back down on the basis of numbers or any other pretext. He said that big powers should be able to take risks.
