Communications and Information Technology Minister Prithvi Subba Gurung has said that the country has entered a federal system as a result of the struggle of the tribal tribes and the Madhesi community.
In a program organized here on Saturday by the Federation of Nepalese Tribal Tribes on the occasion of the 31st World Tribal Tribes Day, he clarified that tribal tribes have gained many rights after the Federal Democratic Republic Constitution was promulgated by the Constituent Assembly.
'Tribal tribes have gained linguistic identity, all tribal peoples have got rights related to language and culture, but it is not yet complete', Minister Gurung said, 'In the changed situation, there is a need today to manage the conflict between the communities that have been holding the government power since the past and the tribal communities that have recently gained rights.'
He mentioned that the caste campaign has been launched saying that if there is no participation of tribal people in the policy making and implementing bodies, they will not get their rights. As a result, he opined that the participation of tribal communities in the policy making and implementation level is increasing today.
'There has been a lot of participation from our community at the policy-making level, how effective a role have the people who went to the policy-making on behalf of the tribal tribes played? We should be careful there", he said.
Mentioning that the system of proportional representation in federal parliament and state assembly based on ethnic population by separating clusters including Khasarya, tribal tribes, Dalits, Madhesi, Muslims is the best in the world, Minister Gurung pointed out the need for joint efforts to make it a success.
The leader of Nepal Communist Party (Maoist Center) Suresh Ale Magar pointed out the need for tribal communities to fight again for federalism with ethnic identity. He emphasized that tribal communities should also protect their ethnic identity along with getting rights.
Nepali Congress leader and former minister Sita Gurung pointed out the danger that the rights of tribals may be curtailed in the name of constitutional amendment and said that they should be aware of it. She drew the attention of the government to implement Convention 169 of the United Nations and the International Labor Organization on the rights of indigenous peoples.
Nepal Communist Party (UML) leader and former minister Sher Bahadur Tamang expressed his concern that the original identity of tribals is disappearing and said that the tribal community should unite to gain identity and rights. Stating that tribal communities are being affected due to climate change, heavy exploitation of natural resources, he opined that the state should be serious in protecting the rights of such communities.
CPN Maoist Center Leader and Member of Parliament Durga Rai assured that she will raise her voice in the Parliament to strengthen the rights of tribals politically and legally.
President of Nepal Tribal Women's Federation, Nimi Lama emphasized that the tribal community should be united in order to gain rights.
