By abusing the study leave, the professors who have been living abroad and carrying the financial burden on Tribhuvan University have started returning the money. In an internal investigation conducted by the University, it was found that 191 deputy professors, associate professors and professors were living abroad on study leave with monthly salary benefits.

Registrar Kedar Prasad Rizal said that 45 of them came in contact to return the money. 5-7 people have already returned more than 3 crores. Another 45 people have come in contact with the university to return the money,' he said, 'We are setting up a help desk for that.'

It is estimated that the loss to the university is more than one and a half billion due to students who do not complete their studies even after taking study leave with monthly salary and stay hidden abroad. According to the statistics of the University, more than 213 people have not completed their studies despite receiving monthly salary and facilities.

Registrar Rizal said that the refund was requested to be anonymous for personal privacy. The university officials have also made internal preparations to publicize the name if the amount is not returned within the specified time.

There is a provision for study leave for 3 to 5 years in the University Teachers and Staff Service Rules. It was investigated after the trend of not completing studies using the said facility, not being admitted even after taking money for study leave, working elsewhere, those going abroad and staying hidden there. The Executive Council of the Tertiary University formed a committee last January to search for teachers and staff who took study leave.

A 3-member committee formed under the coordination of Associate Professor Jeevan Kafle submitted a report concluding that more than 400 professors and staff misused study leave. After receiving the report, the University has decided to withdraw the money from those absconding abroad and to demand information about the status of those who do not complete their studies. The University has prepared to withdraw the amount with interest from those who are not enrolled, who are not likely to complete their studies and those who have taken a study leave and work elsewhere. 

Kafle said that he has submitted the details of the misuse of study leave to the university. According to the details, 62 students from the Institute of Engineering Studies have the highest number of students who did not return to the university after taking study leave. Similarly, there are 56 from the Faculty of Science, 30 from the Faculty of Humanities, 17 from Forestry, and 11 from Agriculture and Animal Science. 84 people from the humanities faculty have the highest number of people who have not submitted their completion certificate despite taking study leave. 50 people from the Faculty of Science, 37 from Engineering, 17 from Management, 11 from Agriculture and Animal Science have not submitted their certificates. According to Trivi, they have received salary benefits of 30 to 40 lakhs per person while on study leave. 

With the intention of refunding the amount, the university has decided to deposit the amount in the pension fund increase. In the budget and program of the financial year 2082/83 of the University, it is mentioned that the amount will be used to increase the pension fund. "The amount collected from the various agencies under Trivi, who did not return to the university using the higher education study leave, and who did not obtain the specified degree using the leave, will be kept as a source of increase in the pension fund," said the budget. After completing the study leave with salary facility, after returning, there is a provision to teach in the university for the same amount of time.

According to the Tertiary General Administration Division, since the financial year 2071/72, around 1,000 teachers and employees have taken study leave. It was found that more than 400 of them did not complete their studies and even if they did, they did not return to the university and enjoyed the salary facility. Khojabin Committee has also suggested to collect salary benefits from such professors and employees along with 10% interest/penalty. The committee has pointed out that the study leave has been misused by the teachers and staff working in 64 individual campuses, departments and central offices of TriVika. The committee also concluded that some campuses and departments may have hidden such details.

After 5 years of study leave, the committee pointed out that professors who were on unpaid leave for 7-8 years were also found. The executive council has decided to stop it after it was found that pension benefits are being taken by including unpaid leave. The report mentions that the problem of partial contract professors in the university is due to the trend of staying on study leave, not studying, and not returning even after studying.

 It has been found that the professors who went to America, followed by Europe, Australia, Japan, Canada and other places to study do not return. The committee suggested to the University to give time to those who misused the study leave to return the salary facility and if they do not return it within that time, send a written list to the employing agency along with the public list.
