A proposal has been made to remove the Central Secretariat from the constitution, saying that there is a tendency to consider officials other than the chairman as the main leaders when the CPN-UML has a central secretariat structure. But this provision paves the way for more centralization of power to the president, say leaders.

In the draft of the proposed legislation, it has been proposed to remove the current arrangement of having a central secretariat up to the position of official (secretary) and form a permanent committee.

In the draft law being discussed in the Politburo meeting held since Friday, there is a proposal to have a permanent committee instead of the central secretariat.

"The multi-term system adopted by us is a system in which the president leads the political and organizational work as the executive head". It is a system where the president is accountable to the committee and other officials are accountable to the president and the committee. "This system is in favor of the collective and against the multicenter," the draft says, "but there is a misunderstanding within the party line that considers different officials as the main leaders for political and organizational work." Such an understanding helps to create dual leadership and wrong psychology of multicenter within the party.'' The

draft mentions presenting political reports on behalf of the Central Committee in the National Convention, Legislative Convention and National Convention Representative Council and on behalf of the President in the meetings of the Central Committee, Politburo and Standing Committee.

An official has said that the draft will reduce the authority of the official . He has claimed that the balance of power within the party will be disturbed by removing the structure of the Central Secretariat. The senior vice-president post of the second rank in the party has been removed . In the previous constitution, there was a senior vice-president.

In the legislative draft, it is mentioned that 'the National Convention will elect a 251-member Central Committee, including President 1, Vice President 3, Secretary General 1, Deputy Secretary General 3 and Secretary 7'. Earlier, a 19-member central secretariat was arranged. Now there will be a 15-member standing committee.

Mentioning that 'under the Central Committee, there will be a hierarchical structure as follows (a) Potilbureau (b) Standing Committee' and arranging the serial number. It is said in the draft to remove the system of the Central Secretariat.

Senior Vice President Ishwar Pokharel expressed his displeasure that the removed Senior Vice President position was not only created for himself. "Senior Vice President was not made just for me." This is not my trade mark . "I don't want to stay in it," he said, "but when making the structure of the party organization, everything should be done properly." There is an intention to reduce many positions in the committee . For effective division of work and effective performance, a multinomial arrangement has been made in the board. But due to the excessive number of officers in the Central Committee, the utilization of capacity has not been able to achieve the intended results,'' the draft says, 'Similarly, due to the excessive number of members of the Central Committee, it has not been possible to determine the appropriate responsibilities for the members and maintain the quality of the committee.' The fifth meeting of the Central Committee held on 28-30 Baisakh 2080 decided to suspend the current age limit of 70 years in the party constitution. Now we have to prepare a suitable proposal regarding the amendment of the Constitution, keeping in view the decision of the Central Committee. It is further said in the draft, "qualification, experience, contribution and acceptance play a decisive role for the successful leadership of the movement". Even if the age of a person is less than 70 years, if he does not have these characteristics, such a person cannot lead the movement . An active person with these characteristics can lead a movement successfully despite being over 70 years old. There are plenty of such experiences in international and Nepali political history," said the draft prepared by Vice President Bishnu Paudel.

requirement . That should be in order to strengthen the party . The legislative convention is for amending . Doing so retains ownership as a representative . Legislation should not be made too unstable . How many things need to be corrected.
