With the withdrawal of support given to Prime Minister KP Sharma Oli's government on Wednesday by the Upendra Yadav-led JSP Nepal, the government has fallen into a minority in the National Assembly, the upper house of parliament.
JSP Nepal has 5 MPs in the House of Representatives and 3 MPs in the National Assembly. In the 59-member National Assembly, there are only 16 MPs from the Congress, 10 from the UML, 1 from the LOSPA and 1 nominee for the government. In the National Assembly, which requires 30 MPs for a majority, there were 31 MPs in favor of the government earlier when JSP Nepal supported it.
Now a majority is seen against the National Assembly. 30 MPs will be in the opposition including 17 from Maoist, 8 from United Socialist Party, 3 from Jaspa Nepal, 1 from Manoneet and 1 from Jana Morcha. With a minority vote in the National Assembly, the government will be able to pass the bill.
When JSP Nepal withdraws its support, there is no obligation to take a vote of confidence in the House of Representatives. Almost two-thirds of the five parties participating in the government are MPs. Congress 88 (one suspension), UML 78 (one suspension), JSP 7, LOSPA 4, NAUPA 4, the number of MPs of the parties in the government is 179 (excluding suspension).
Civil Immunity recently decided to sit in the opposition in the House of Representatives, but Arun Chaudhary of that party has not resigned as the Minister of State in the Ministry of Tourism. Article 100 (2) of the Constitution provides for the government to take a vote of confidence. In which it is written, "If the party represented by the Prime Minister splits or if the party participating in the government withdraws its support, the Prime Minister must submit a proposal to the House of Representatives for a vote of confidence within 30 days." Despite supporting the government, Jaspa did not participate in the government of Nepal.
Prime Minister Oli and Congress President Sher Bahadur Deuba tried to get Yadav to participate in the government for a few days. But Yadav had been saying that only if there is agreement on the package on the agenda, including the land bill, the union and state government, and the constitution amendment, then it can be discussed about going to the government. After taking the decision to withdraw support to the government, President Yadav said on Wednesday, "One year of painful time has passed when the Congress-UML was in alliance." "The government did not work for development, the people did not get good governance, the economy did not pick up speed, there was no work to end unemployment, modernize agriculture, and open industries," Yadav said to Kantipur. They say, 'If you do a good job, we will support you in the National Assembly as well, and we will not cause any trouble.' Jaspa Nepal MP Prakash Adhikari says, 'Parties that support the government only ask about some issues when needed, otherwise they don't care, and the issue we have raised has not received a positive response from the prime minister, so the meeting has reached a decision to withdraw support.' "Government has not done anything, we came to the conclusion of what to do only with our support," says the officer.
