The Central Bureau of Investigation (CIB) has started an investigation after those who went on 'visit' visas to participate in the UN conference in Seville, Spain, did not return. The CIB has formed a six-member investigation committee under the coordination of SSP Hovindra Bogti on Tuesday.

The committee, starting work from Tuesday, has asked the Spanish Embassy in Delhi for a list of those who have gone to participate in the conference.

After 73 people who went to participate in the 4th "International Conference on Financing for Development of United Nations" held in Spain from June 30 to July 3 (June 16 to 19) did not return, the money was collected and sent to "unrelated people". A 21-member delegation led by Prime Minister KP Sharma Oli went there on June 14 to participate in the

conference. The government delegation has returned on June 20. However, in order to participate in the same conference, it seems that 82 Nepalis reached Spain using normal visas in two weeks apart from the government visiting team. 73 of them have not yet returned. The police headquarters has formed a committee to investigate this matter. 

33 Nepalis arrived in Spain as tourists and 49 Nepalis to participate in the seminar from Tribhuvan Airport. Among them, 7 said to have gone to the conference and 2 of those who went for a 'visit' have come to Nepal. According to airport records, 73 people have not yet returned.

It is suspected that some of those who did not return may have "paid money in the scheme of an organized gang". In addition, 55 people who had obtained visas were turned away from Tribhuvan airport on the suspicion that they were going to Spain through the gang network. 

The list of suspected persons from the Spanish embassy in India was sent to airport immigration and they were turned away from there. The number of people going to Spain from June 1st to June 15th seems unnatural, and it is suspected that the gang may have sent money by using the government mechanism. The opposition parties in the House including Maoists, RASWP, RPP have been demanding to investigate this matter. In this case, the government and the ruling UML have been responding to the accusations made by the opposition parties. 

Alleging that the role of Home Minister Ramesh Akhtar in the 'visit' visa smuggling case that broke out through the airport is 'suspicious', RASWP and RPP have been blocking the House for one and a half months. The government and the ruling party are refusing the demands of the Parliamentary Inquiry Committee or the Judicial Commission to investigate the matter. Instead, the government has formed a task force headed by former chief secretary Shankardas Vairagi for immigration reform. There is a protest going on in the House regarding its justification. 

The Spain 'visit' visa case has come out without being resolved. Even though there was a demand for an investigation in the Spain 'visit' visa case from the House to the media and the streets, the police had previously become a 'silent spectator' and the Ministry of Home Affairs was not ready for investigation or investigation. After pressure from the public and strong opposition even in the House, Inspector General of Police Deepak Thapa formed a committee under the leadership of the SSP under the direction of the Ministry of Home Affairs.

On Tuesday, on the same day as the formation of the committee, the Police Headquarters, in coordination with the Ministry of Foreign Affairs, sent a letter to the Spanish Embassy in India, requesting them to provide the list of Nepalis who went to participate in the United Nations program held in Seville. According to police head office sources, the police head office has requested the Spanish Embassy in India to disclose the list of those who will go to this program, which organization they represent and on the recommendation of which organization the visa application was made. 

Nepal has been conducting all diplomatic and other relations/operations related to Spain through the Spanish Embassy in India. CIB's SSP Bogti, who is also the coordinator of the inquiry committee, informed that the mandate to investigate has been received focusing on matters related to the program held in Seville, Spain, and the work is proceeding accordingly. After receiving the requested details, the police is also ready to investigate the non-governmental organizations that recommended going to the conference.
