Civil liberties opposition or ruling party?

The Civil Liberties Party, which is sitting on the opposition bench in the House of Representatives, has not left the government. Arun Kumar Chaudhary of Civil Liberties is still serving as the Minister of State for Culture, Tourism and Civil Aviation.

 

 

Civil Immunity decided to separate from the government and withdraw its support at a parliamentary party meeting on June 22. At that time, it was said that Minister of State Chaudhary would meet Prime Minister KP Sharma Oli and submit his resignation. However, stating that Prime Minister Oli was out of the capital on that day, State Minister Chaudhary said that he would resign the next day. Chaudhary has not submitted his resignation since then, nor has he gone to the ministry. 

According to a leader of civil liberties, the scene changed after party patron Resham Chaudhary met Prime Minister Oli on 23 June. "It is suspected that the prime minister stopped us from leaving the government because of the constitutional obligation to take a vote of confidence in the parliament after we left the government and withdrew our support," said the leader. According to him, the Minister of State Chaudhary has not even gone to the Parliament for the last time. 

After meeting Chaudhary, the protector of civil liberties, Oli said that he should not take the vote of confidence. After meeting with Resham last Monday, Prime Minister Oli, who reached the parliament, responded that he was not aware of the withdrawal of civil liberties from the government. When questioned about civil liberties sitting on the opposition bench, his response was, 'I didn't see it.' 

Article 100 (2) of the Constitution stipulates that if the party represented by the Prime Minister splits or the party participating in the government withdraws its support, the Prime Minister must take a vote of confidence within 30 days. The leaders of civil liberties believe that Prime Minister Oli persuaded the patron Resham not to leave the government because the maneuvering of various power centers to change the power equation will intensify when a vote of confidence is required. Now a camp within the ruling Congress is trying to change the alliance. 

Civil Liberties President Ranjita Shrestha said that with the consent and involvement of the protector Resham, the parliamentary party meeting decided to separate from the party association and the state government. She said that the support had to be withdrawn because the Chief Minister of the Far West, Kamal Bahadur Shah, dismissed the Minister of Civil Liberties, Rameshwar Chaudhary, without discussing it with the party. Civil Immunity was involved in the government only in the Far West towards the province. The parliamentary party there has withdrawn its support. 

Chairman Shrestha said that it was not clear whether the state minister Chaudhary himself did not submit his resignation or whether it was not accepted even if he submitted it. She also mentioned that she had heard that the resignation of the Minister of State had reached the Prime Minister's Office. "Reshamji does not have a different opinion of separating from the union and the state government and withdrawing support. According to his instructions, the Union Minister of State should resign. Even when he met the Prime Minister, he informed about the reasons for his separation from the government, it does not seem that he talked to the Prime Minister about staying in the government,' she said. 

State Minister Choudhary did not want to be contacted when he telephoned repeatedly. In the meeting chaired by the parliamentary party leader Gangaram Chaudhary on June 22, the decision to leave the government was also signed by the Minister of State Chaudhary. The decision of the meeting said, "Since the government has not acted as expected, the decision to recall Arun Kumar Choudhary, who is sitting on the opposition bench and is the minister of state in the Ministry of Tourism, Culture and Civil Aviation of the Government of Nepal, has been unanimously passed from today. It is signed by all four MPs of civil liberties. 

Civil Immunity registered the letter of withdrawal of support to the government on 23 June, the day after the decision of the parliamentary party at the Parliament Secretariat. General Secretary of the Parliament Secretariat Padma Prasad Pandey said that even though the letter of withdrawal of the vote of confidence has been registered, since it has not separated from the government, it cannot proceed with the implementation of such a letter. "In practice, Civil Liberation Party is still in the government today, there is no information that it has left the government," he said.

According to the constitution, apart from resigning, a minister is relieved of his post in two cases - the prime minister resigns or the prime minister dismisses him. "Since there is no such situation, it is clear that civil immunities are in the government now," General Secretary Pandey said, "The day the resignation comes, the letter of withdrawal of support will be active only from that day." 

According to Ramkrishna Lamichhane, the spokesperson of the Ministry of Culture, Tourism and Civil Aviation, the Minister of State Chaudhary has not visited the Ministry for a week. He has not come to the ministry. We don't even know the reason for not coming," he said.
