28-year-old Kamala Auji Damai of Nigali Village, Krishnapur Municipality-1, Kanchanpur, died on Saturday night while sitting in the camp. The ancestral home of Kamala, who died on Saturday, is Melekh Rural Municipality of Achham - 8 Hattikot . Neighbor Shuchitra Shah said that 90 families who migrated from Achham and went to Krishnapur Municipal Corporation - 1 Nigali still have a camp. In the meeting held on 17th of Asadh, 2081, the people's representatives of all the 10 local levels of Achham, local administration, gass, social activists and stakeholders decided to conduct a campaign to demolish the enclave that was stopped four years ago, raise public awareness and take legal action against the violators . But the campaign that lasted for some time was stopped again.

At that time, the Ministry of Home Affairs had also issued a circular in 19 districts of Far West and Karnali Provinces regarding Chhaupadi malpractice. In the circular, there was an instruction to break the encampment, raise public awareness and bring legal action to the violators. According to the instructions, Parvati's brother-in-law was arrested and legal action was taken.

Accordingly, Parvati Rawat's brother-in-law Chhatra Rawat was also arrested by the police. When the police tried to prosecute him saying that he was forced to live in the neighborhood, the police expected a complaint from the family members. But after the complaint was not filed by the family members, a case was registered on the basis of the police report and the Achham District Court sentenced his brother-in-law to 45 days of imprisonment for forcing him to live in the neighborhood.

The law of 3 months imprisonment and 3,000 fines for cohabitation and coercion was attracted for the first time in this incident.

According to the circular of the Ministry, the District Police Office Achham conducted a campaign to destroy the slums in each village of the 91 wards of the district . More than 10,000 sheds were demolished in Acham with the involvement of local people's representatives, police and locals. But the campaign also failed over time.   

Even the police, who started the campaign to demolish sheds on the orders of the Ministry of Home Affairs, do not have a single data about how many slums there are in Far West, how many were demolished and how many sheds were demolished during the campaign . Since 2063, 14 women and girls were killed in Achham, 2 in Doti and 3 in Bajura. And recently 20 people have died in Far West, including 1 person in Kanchanpur . According to the order of the Ministry of Home Affairs, the police demolished 7 thousand 454 sheds from 075/76 to 077/78. It is with Sudurpaschim Province Police . But the government does not have the consolidated data of deaths in Chowgoth.

The instruction given by the government to 19 districts

When the women of 19 districts of Far West and Karnali provinces were suffering discrimination in the name of the chaugoth system, the government decided to demolish the chaugoth on 9th January 2076 . The Ministry of Home Affairs instructed the district administration offices to destroy the camps in various places with the cooperation of the community, local level and even the police. It was also instructed to take necessary action to stop the service facilities (old age allowance, social security allowance, subsidized loans) flowing from the state to those who continue the Chhaupadi system. Due to complaints and reports that discrimination and atrocities are being done in the name of custom, the Ministry has also directed 19 districts of Sudupashchim and Kanarli provinces to go to Chhaupadi Goth and bring any person who is forced to do such actions to legal action as soon as possible .

The ministry had also directed to conduct a wide awareness campaign among the general public regarding the legal system against social discrimination and discrimination and abusive behavior as defined by the Criminal Code 2074 . It was also directed to conduct awareness program and community police partnership program in coordination with the local level against chaupadi and other discrimination and insulting behavior. The Ministry has directed the District Administration Offices of Jumla, Kalikot, Mugu, Humla, Dolpa, Dailekh, Jajarkot, Salyan, Surkhet, Rukum West, Bajura, Bajhang, Darchula, Acham, Baitadi, Doti, Dadeldhura, Kailali and Kanchanpur.
