Corruption case against 9 people including then Education Officer of Khotang

A corruption case has been registered in a special court against 9 people including the then district education officials for misappropriating the grant money received by Janata High School located in Diprung Chuichumma Rural Municipality-4.

On Thursday, the Abuse of Authority Investigation Commission registered charges against the then Education Officer Balkrishna Chapagai and 9 people for misappropriating the grant received for the construction of a four-room school building.

along with Chapagai, then education officer Ganesh Prasad Bhattarai, then accounting officer Bhuwan Prasad Acharya, then headmaster Hember Basnet, then sub-engineer Shivraj Rai, then accountant Suresh Kumar Shrestha, then school management committee presidents Dilip Kumar Rai, Church Bahadur Bishwakarma, building builder Babendra Rai have also been registered as opponents. Among them, the charge sheet has been filed with 10 lakhs to Balkrishna Chapagai, 14 lakhs to Ganesh Prasad Bhattarai, 1.5 lakhs to Bhuwan Prasad Acharya, 2.80 lakhs to Suresh Kumar Shrestha, 2.4 lakhs to Shivraj Rai, 3.00 lakhs to Hember Basnet, 3.00 lakhs to Dilip Kumar Rai, 2.4 lakhs to Church Bahadur Vishwakarma and 7 lakhs to Babendra Rai. 

In the charge sheet, under the School Area Improvement Program received from the District Education Office Khotang, the said school was given a subsidy of Rs. It is mentioned that the education office has disbursed 2.4 lakhs as the final installment even though the work up to the DPC has not been completed contrary to the terms of the contract, as it is said that 20 percent of the amount will be paid at the most and for the final installment after the completion of the work. 

Similarly, in the financial year 2074/75, the school received  It is mentioned in the press release issued by the commission that 650,000 was used in the building under construction. The technical team of Diprung Chuichumma Rural Municipality found that the construction work of the four-storey concrete building in the school costing 16 lakh 25 thousand nine hundred 46 rupees, the construction work was not according to the drawing and design, there was no PCC on the ground floor, the wall was separated from the pillar, there was no foundation beam, the thickness of the slab was only 7 cm instead of 10 cm, and the beam was cracked. 

It is mentioned in the report of the technical team that there is no condition to build more structures in the building and there is a possibility of an accident at any time when the students are kept in the school building. According to the commission's on-site measurement and technical report, the commission's spokesperson Rajendra Kumar Paudel said through a press release that the charges were filed against the prescribed standards such as the construction of a low-quality school building and documents including false bill reimbursement.
