The RSVP has taken a stand that Congress should not be given the leadership of the parliamentary committee to investigate the falsification of the 'cooling off period' provision of the Federal Civil Service Bill. The RSVP expressed its displeasure after a proposal was made to give the leadership of the investigation committee to MP Jeevan Pariyar, who is also the Congress General Minister, in the House of Representatives Consultative Committee meeting held on Monday.

RSVP Chief Whip Santosh Pariyar said that if there is a proposal from the ruling party to give Pariyar the leadership, they will not accept it. He also said that if the investigation committee is to be led by the ruling party, then the RSWP is engaged in an internal discussion about whether to sit in the committee or not.

The meeting of the House of Representatives was called for 1 pm on Monday with agenda including Prime Minister's address, announcement of investigation committee. But the meeting of the working arrangement consultation committee is still going on. Speaker Devraj Ghimire is preparing to announce a special committee in today's meeting. 

According to Rule 180 of the Rules of the House of Representatives, a special investigation committee is about to be formed. Rule 180 provides that a special committee may be formed in the House of Representatives for bills or other work of a special, sensitive or serious nature. The mandate of the committee to investigate the fraud in the civil service bill will also be announced in the House of Representatives meeting on Monday.

According to an official of the Parliament Secretariat, the committee named "Federal Civil Service Report Error Investigation Special Committee" will have a mandate to investigate and recommend action against the officials involved in maintaining the provision in the bill that makes the provisions related to "cooling off period" ineffective. The committee will also suggest precautions to be taken to prevent such incidents from happening again. It is agreed that the

committee will consist of 2/2 members from the ruling Congress and UML, and 1/1 member from the opposition party Maoists, RSVP and RPP. Chief Whip Shyam Ghimire has given verbal information to Speaker Ghimire about Congress sending to Whip Sushila Thing and MP Jeevan Pariyar in the committee. RPP has made MP Roshan Karki a member of the committee. UML, Maoists and Raswapa said that they will send the names of the members who will be in the committee on Monday.
