The Chairman of the State System and Good Governance Committee of the House of Representatives, Ramhari Khatiwada, has said that there is a weakness on the part of the official who has been given the responsibility to adjust the clauses of the Bill after putting a 2-year 'cooling off period' on the Federal Civil Bill.
In Wednesday's meeting of the Public Order and Good Governance Committee, Chairman Khatiwada said that section 82 (4) of the Civil Service Bill provides for a 'cooling off period' for any constitutional, diplomatic and government appointment for 2 years after retiring from the civil service and resigning. After placing the said arrangement, the Secretary of the Committee Secretariat and the Joint Secretary of the Ministry of Law said that they did not agree.
Khatiwada said this after political parties such as UML, Congress, Maoists, and United Socialists demanded that chairman Khatiwada should resign and the secretary of the committee should also step down. Khatiwada said, 'There has been an attack on my integrity and reputation, but it has happened without my involvement. Yesterday also I took a stand that 2 years 'cooling off period' should be kept. The sub-committee said that it should be kept for 2 years rather than 1 year. "It seems that the law ministry and the secretary of the secretariat did not agree to that clause," he said.
Khatiwada said that he gave the report on the arrangement to General Administration Minister Rajkumar Gupta.
