The government was formed on June 30 under the leadership of UML president KP Sharma Oli on the basis of the seven-point agreement reached between Congress and UML on June 17. One year has been completed since the seven-point agreement and the government has also completed eleven months . Most of the central members of the establishment and other parties have expressed their dissatisfaction in the meeting on Tuesday saying that the constitution amendment agenda has not been advanced, the federal and provincial budgets have been poured only in the areas of powerful leaders and ministers, and the ministers who have gone from the party to the government have not been able to do effective work.

Earlier in Monday's meeting, Congress leader Shekhar Koirala had questioned the rationale of the alliance if the agreement between the two parties had not been implemented. Koirala had also hinted that the power collaboration between Congress and UML should be changed while giving his views. "I am the one who says that the Congress-UML coalition should form the government." But I said that the government should be formed under the leadership of Congress . Why did the Congress give UML the leadership of power ? If this is a power coalition for the amendment of the constitution, then where did the issue of the amendment of the constitution written in the seven-point agreement go? Koirala's question was, 'The Chairman should give a satisfactory answer to it.'

In a similar meeting, central member Vinod Chaudhary has strongly countered the statement made by Shekhar Koirala on Monday . Koirala questioned Chaudhary in Monday's meeting saying that he was not eligible to become a central member. Chowdhury was elected central member from the convention held in November 078. But Koirala questioned Chaudhary citing the fact that Sujata Koirala's candidacy was not established before, as per the provisions of the statute that one cannot become a central member after ten years of active membership. Responding to that, Chowdhury claimed on Tuesday that he was attacked to protect his faction's Lumbini Province General Minister Vikram Khanal from disciplinary action. In the meeting, some members also raised questions about the practice of not keeping a 'cooling off period' in the Civil Bill so that the supremacy of the Parliament would be questioned. In the meeting, Khatiwada responded and said that when the report was submitted to the Parliament regarding the 'Cooling of Period', the original intent was destroyed. He said that now the error will be corrected by the National Assembly.

The issue of the convention is getting complicated

It is seen that the issue of the 15th convention is getting complicated in the meeting of the central committee. Even after the end of the four-year term of the current leadership and office bearers, the calendar of the convention has not been proposed in the meeting. The convention of the Congress should be statutorily held in four years . Deuba has been elected chairman for the second term from the 14th Congress held in November 078 and is reaching four years in November 082 . But there is still confusion regarding the date of the upcoming convention. Congress General Minister Gagan Thapa has been giving public statements that the convention will be held within 083 . But General Minister Thapa could not propose the schedule of the convention in the meeting, showing that the work of renewal of active membership and distribution of new membership has not been completed.

Even though the party constitution can add one more year, the constitution states that party officials should be elected within five and a half years . In this way, the Congress has to hold a convention within May of 084 . Most of the leaders are of the opinion that the Congress should be held in 083 as the local and parliamentary elections will be held in April/May of 084. But the statement of some members of the founding party that a convention should be held after the election of 084 has created confusion. Establishment party central member Arjun Joshi said that since it cannot be done within four years, the convention should be held after the local and general elections in 084. If possible, let's do it within November 2082, if we can't do it, then we shouldn't push the time and hold the convention before the local and parliamentary elections. Because the intense polarization in the party convention will affect the election,' said Joshi, 'since 082 will not be held in November, I think that the 084 election should be postponed.

The leader of the other party, Koirala, said that there is confusion about when the convention will be held and on which date it will be held, and he asked for an answer from the officials in Monday's meeting . "The Congress should be held within November 2018, if it cannot happen, then what is the reason and why it cannot happen, Mr. President and the office bearers should give a reasonable answer," Koirala pointed to General Minister Gagan Thapa and added, "It seems that the office bearers are moving around vigorously for the Congress."
