Kathmandu's budget is still confused by the mayor-authority clash

There is still confusion regarding the policy and program and budget of the Kathmandu Metropolitan City for the next financial year. Although informal discussions were held between Mayor Balendra Shah, Deputy Mayor Sunita Dangol and ward presidents regarding bringing the budget, it has not yet been decided to hold an executive meeting.

Even if the ward presidents will call the meeting on the basis of majority, they have not registered the proposal. 

Chief Shah and Chief Administrative Officer Saroj Gurgai are still in their positions. Chief Shah is not in favor of holding a meeting involving Guragai. According to Surendra Bajgai, Press Facilitator of Shah's Secretariat, Shah is of the position that Gurgai should either be on leave or be transferred to hold the executive meeting. "Otherwise, Shah is not in favor of holding the meeting," he said.

Chief Administrative Officer Guragai is not in favor of going on leave. The Ministry of Federal Affairs and General Administration is also not in favor of transferring him. There has been a dispute between Shah and Guragai regarding the approval of the map for the construction of the Kathmandu Tower building at the old bus park. Due to this dispute, the meeting of the executive committee of the metropolis has not been held since last January.

Guragai has been accused of approving the construction map of Kathmandu Tower without completing the process of building it from 12 floors to 19 floors without environmental testing. The executive meeting of the metropolis held on February 20, 2071 decided to build a tower at the cost of 23 ropani 5 anna 3 paisa 3 daam at plot number 1373 located at Kathmandu-28 Old Bus Park. According to the same decision, an agreement was signed between Jaleshwar Swachhand Bikoi Builders and Mahanagar on 22 February 2071. A 3-member committee was formed under the coordination of former secretary Shankar Prasad Pandey to investigate Gurgai on the matter of approving the map without completing the

process. However, the committee has not yet submitted its report.  After the

committee failed to prepare the report, Chief Shah took the opinion from the Metropolitan Public Works Department, Urban Management Department, Law and Human Rights Department and submitted it to the Federal Ministry on February 19. On March 20, Deputy Chief Dangol and some Ward Presidents forced Guragai into the office. In the discussion held between the chief and the deputy chief on May 28 amid clashes, Metropolitan Spokesperson Naveen Manandhar, Chairman of Ward 32 Navraj Parajuli, Chairman of Ward 15 Ishwarman Dangol also participated. The discussion also failed to decide on holding the executive meeting.

Assistant spokesperson of Kathmandu Metropolitan City, Dhruva Kumar Kafle says that the budget will come by mid-June anyway. "The meeting of the subject committee is being held," he said. 

The spokesperson of the Ministry of Federal Affairs and General Administration, Kali Prasad Parajuli said that he is understanding with the people's representative of Kathmandu metropolis about the reason for the budget not coming on time. "We are discussing what to do about the performance of Chief Administrative Officer Gurgai," he said.
