It should be found whether the change in the cooling period system is intentional or just a mistake: Speaker Ghimire

Speaker Devraj Ghimire has said that regarding the change in the cooling period arrangement in the Civil Service Bill, it should be found out what went wrong and whether it was intentional or a procedural error. For that, he said that it is necessary to study the debates, discussions, documents and records in the committee.

 

In a conversation with journalists on Tuesday, he said,  If it is found that there is a deliberate mistake, appropriate action will be taken, but if it is only a procedural weakness, attention should be paid to correcting it. The main thing is that the wrong bill should not be passed. He has also said that it is serious that the report will be of one type but will be different when it is passed. He said, 'Discussion and debate will be one, decision  Where did it happen that there will be one but the result will affect it ? In whose interest did it happen? There should be a search policy about that too.' 

Speaker Ghimire has said that instead of putting things contrary to the discussion in the Civil Service Bill, the MPs are saying that now they have to find a way to correct it . He said that the bill has reached the National Assembly and it is expected that the National Assembly will amend this bill and after the amendment it will be returned to the House of Representatives. He said that things that are not agreed in the National Assembly can be easily resolved. 

Speaker Ghimire said that he has told the secretariat to look at the need and seriousness and see how it was done procedurally. He said that it should be understood whether the wrong thing was intentionally hidden or there was an error while working. He said, 'One thing happened when the report was passed and something else happened .' 

It has been made public that the employees and MPs of the State Order and Good Governance Committee Secretariat of the House of Representatives have committed serious fraud in the provisions of the Civil Service Bill that no government appointment can be taken for two years from the date of resignation or retirement from government service.

The state law committee, which is responsible for discussing the issues of the bill and preparing a report and submitting it to the House of Representatives, has said that it has been stated that 'employees who have resigned or retired from civil service or other government service will not be appointed to any constitutional or government position before the completion of two years from the date of retirement.'
