The 'Nepal Citizenship (Second) Bill, 2082' has been passed by a majority from the meeting of the House of Representatives on Saturday.

In the meeting, Home Minister Ramesh Akhtar submitted a proposal to pass the said bill. In addition to that today, the Home Minister author submitted a proposal that 'Nepal Citizenship (Second Amendment) Bill 2081 should be discussed with the report of the State Order and Good Governance Committee'. 

Submitting the proposal, the Home Minister said that children born to a Nepali citizen mother will get citizenship under the name of the mother. 

'This bill has come to ensure the provision of citizenship through mother's name. It is being tried to implement the decisions made by the court at different times on citizenship related issues through this bill,' said the Minister of Home Affairs. 

He says that women who have gone for foreign employment will give birth to children abroad, but when they return to Nepal, such children will not be without citizenship. In the bill, a provision has been made that ``a person who was born abroad to a Nepali citizen mother and settled in Nepal, who does not have foreign citizenship or passport and whose father is not identified, can obtain recognized Nepali citizenship if he self-declares as prescribed''.

Similarly, a provision has been made in the bill that minors who have not reached the age of 16 and whose father or mother has at least one Nepali citizen can be given a minor's identity card. During the discussion on the

bill, MP Prakash Jwala expressed his belief that after this bill is passed and implemented, the way to get citizenship through mother's name will be opened. MP Jwala said that this bill will be important to make a legal arrangement so that real Nepalese citizens are not deprived of citizenship and non-citizens do not get citizenship under any circumstances. 

Member of Parliament Jwalakumari Sah said that this law is necessary to arrange citizenship so that national security, unity and sovereignty are not affected. Similarly, if a Nepali woman is married to a foreign citizen, if the children born to such parents want to take Nepali citizenship under their mother's name, then the situation where such citizens should be without citizenship will be removed, he said.

Member of Parliament Prem Suwal said that citizens of border areas have always faced problems related to citizenship and said that a clear provision should be made through the bill. . He opined that although the system of granting citizenship in the name of the mother is good, it is necessary to search for the father.

MP Ramkrishna Yadav expressed his belief that the current problems related to citizenship will be solved if this bill is passed and implemented. Mentioning that there are many problems related to citizenship in Terai district, he said that there is a situation where people without citizenship should be deprived of the services they should get from the state. MP Yadav said that the provision in this bill will solve the problems of such people.

Member of Parliament Ranju Kumari Jha said that this bill has come to implement the order given by the Supreme Court that citizenship can be given in the name of the mother. 

Member of Parliament Chitra Bahadur KC expressed his concern that even though there have been many discussions and debates in the House on the issue of citizenship, this bill cannot solve the disputes and problems related to citizenship that have arisen due to the open border with India.

MPs Rupa Soshi Chaudhary, Sher Bahadur Kunwar, Madhav Sapkota, Muktakumari Yadav, Narayani Sharma, Purna Bahadur Gharti, Bhagwati Chaudhary, Amritlal Rajvanshi, Kantika Sejuwal, Sushila Thing, Amrutadevi Agrahari and others expressed their views on the bill.
