CPN-UML has started preparations for the legislative convention. The legislative convention to be held in August will be presented as the main proposal for the legislative amendment. Apart from this, UML President KP Sharma Oli will present a political report and General Secretary Shankar Pokharel will present an organizational report.
Spokesperson Rajendra Gautam said that the Central Secretariat will hold a meeting on Wednesday to prepare for the convention. According to him, the main proposal of the meeting is the preparation of the legislative convention. "In the official meeting, mainly the preparation of the legislative convention," he said, "In the convention, legislative amendments, political and organizational reports are presented." There is a trend of forming a committee for the preparation of those reports.' Within the party, there is a debate on issues such as keeping/not keeping an age limit for holding executive positions, assigning/not assigning two terms, etc. While preparations are being made for the return of former President Bidya Devi Bhandari to active politics, the debate on the amendment of the Constitution has started to intensify. UML's legislative convention was held in Godavari five years ago. The upcoming convention is scheduled to be held in the third week of August.
Prime Minister and UML President KP Sharma Oli has been president for two terms, so the discussion has started on whether he can/should not have a third term. Similarly in the current statute Although there is a provision of age limit of 70 years, it is still in a state of suspension, so the debate on these two issues has already started. Since Bhandari is ready to enter active politics, the leaders close to him have started lobbying for an age limit of 70 years and two terms in the executive position. They are prepared to stop Oli by keeping one of these provisions.
On the other hand, Oli is preparing to create a law to remove the age limit in the legislative session, and allow more than two people to hold executive positions. A leader said that the Oli side is planning to attack former President Bhandari by referring to the provision in the law that a person who is in the highest body of the country cannot enter into active politics. Only recently, Oli had said that the 70-year age limit in the party has already failed. He says that health and efficiency should be seen in party leadership rather than age.
The UML secretariat meeting held in June 2080 removed the age limit of 70 years to be elected or nominated as the executive leadership of the party. The said meeting had suspended the provisions of the statute that 'must not be 70 years of age to be elected or nominated as an officer or member of the executive committee'. In the 8th Congress of UML held in Butwal in 2065, it was stipulated that no one can be elected to the same executive position more than twice, while the 9th Congress in Kathmandu in 2071 brought a provision of 70 years.
Similarly, in the meeting with Oli last week, Bhandari has said that she wants to enter active politics. "The former president talked about coming into active politics without saying any position," a leader close to Bhandari said, "Vidya Bhandari wants to come to the party leadership with the support of Oli as much as possible."
