UML parliamentary party whip Sunita Baral has said that it is necessary to form a 'rapid action team' to rescue Nepali workers working abroad in emergency situations.
At the meeting of the House of Representatives on Saturday, Baral participated in the discussion on the allocated budget for the next fiscal year 082/083. She suggested setting up a separate desk in the Ministry of Foreign Affairs. He said that since the Nepali missions abroad do not have direct access to the citizens, a permanent structure should be created in the ministry. "It is necessary to create a rapid action team in the Ministry of Foreign Affairs to rescue Nepalese workers in various countries in times of emergency", said Baral, "It is impossible for an ordinary citizen to directly contact the missions outside Nepal . I would like to draw the minister's attention to the matter of creating a 'rapid action team' and facilitating the rescue of Nepalis in situations of discomfort.'
She said that the Ministry of Foreign Affairs reflects the identity of the country and the institutional memory and information system of the Ministry is weak. She said that it is necessary to develop a system of keeping institutional memory to make relations with various countries, including neighboring countries, effective. "When the minister or the government changes, institutional memory is destroyed and it affects foreign relations", she said, "Intuitional memory" is very important for the country. She stressed on the need to make the relationship with Nepali organizations including the Non-Resident Nepali Association (NRNA) alive.
In a different context, Baral drew the attention of the government to find the management of resources in Nepal as the foreign aid coming to various areas will stop after Nepal is upgraded from Least Developed Country (LDC) to a developing country from next year. Similarly, she mentioned that since Nepal's foreign policy is proceeding based on the principle of non-alignment and the recognition of 'soft power diplomacy', emphasis should be placed on 'cultural' and 'tourism' diplomacy.
Baral said that the workers who go for foreign employment should be made competitive and skilled according to the needs of the world market and returnees who have worked abroad should be invested in entrepreneurship and job creation in an integrated manner.
