Congress president Sher Bahadur Deuba speaks very little, while chief opposition party Maoist Pushpa Kamal Dahal keeps his words to the heart. Despite having different ideologies and working styles, the political 'chemistry' between these two leaders is amazing. This relationship has worked to break the recent impasse in Parliament.
On May 13, the Maoist Secretariat meeting had passed the 'bottom line' that Home Minister Ramesh Ukhtar should resign and a high-level investigation committee should be formed in the case of visit visa. With this demand, the Maoists together with the opposition parties blocked the parliament for about a week and a half. In the meantime, there were many discussions between the ruling party and the opposition, but no conclusion was reached. When the dialogue started between Deuba and Dahal, they not only backed down from the resignation of the Maoist Home Minister and the Parliament obstruction, but also agreed on two points with the ruling party.
Usually, when the opposition is strongly presented, the ruling party takes the initiative. But when Deuba's confidant Home Minister was questioning the writer, Dahal went to Budanilkanth, Deuba's residence, for dialogue. After an hour long discussion between the two leaders on May 25, Dahal reached a state of mind to seek an agreement on the visit visa issue. The Maoists agreed to end the impasse in Parliament without demanding the resignation of the Home Minister and without forming an inquiry committee.
It has been agreed between the ruling party and the Maoists on the visit visa issue that 'the government will take concrete steps to make appropriate arrangements for policy, legal and structural reforms after conducting necessary studies and investigations'. "The Abuse of Authority Investigation Commission on issues related to visit visas and immigration
is being investigated, the said action will be brought to a conclusion by the authority, the Nepal government will provide necessary support as requested by the commission for the investigation in relation to the matter, it has been agreed. Deuba and Dahal's trusted characters have a key role for this consensus. Deputy Chairman Purna Bahadur Khadka from Congress and Deputy General Secretary Varshman Pun and Shakti Basnet from Maoist were appointed.
After the Congress-UML alliance was formed last June, Maoist Chairman Dahal has been aggressive towards Prime Minister KP Sharma Oli. For not giving information about the alliance, Dahal said that he was the person who stabbed Oli in the parliament last June. But with Dahal Deuba, he has been presented in a soft way. He said that 'Deuba has given information with sincerity' that the Congress-UM alliance is forming. Since then, there have been dozens of formal/informal dialogues between Deuba and Dahal.
A Maoist leader claimed that before Vishwanath Poudel was appointed as the Governor of Rashtra Bank on May 6th, there was a dialogue between Deuba and Dahal about the possible equation. Prime Minister Oli has sent some UML leaders to understand Dahal's psychology, according to that leader.
When Congress-UML did not agree on the appointment of the governor, Deuba conveyed a message to Dahal, 'It is not easy to cooperate with KP Oliji for a long time. What should be done? Then Dahal claimed that the Oli government would fall soon. After the appointment of the governor, Dahal did not mention the situation of the government falling.
Whether Dahal and Deuba cooperate or not, there are not many ups and downs in their relationship. But after the general election of 2074, the relationship between Oli and Dahal could not be smooth despite the power cooperation and party unity. Despite the cooperation, bitterness remained between the two leaders. On the other hand, when Dahal reached Dadeldhura during the Madhyapahari Lokmarg campaign of the Maoists, he continued the dialogue by telephoning Deuba from there on 3rd June. Its link is connected to the opening of Parliament's obstruction in the case of visit visas.
In the November 079 general elections, Dahal cooperated with UML while forming the government, even though he allied with the Congress. After Oli and Dahal did not agree on who to make the president, Maoists cooperated with the Congress again two months later. The alliance of UML-Maoist and other small parties was broken in February 2079. A year later, Dahal formed an alliance with the UML for 'left wing unity'. Deuba had said that Dahal was a cheater after deciding to form an alliance with UML in the third week of February 2081. It was then that he used harsh words towards Dahal. Deuba and Dahal seem to trust each other more than doubt.
