Contrary to the decision of the Council of Ministers and the commitment of the Minister of Finance not to include piecemeal schemes below three million rupees in the federal budget, the government has included nearly four thousand schemes under one million rupees in the next year's budget. Even though plans below 3 crores are not allowed to be entered in the project bank, plans on the contrary are kept in the budget.

Under the pressure of Deputy Prime Minister and Urban Development Minister Prakashman Singh, who leads the Congress in the government, there has been instability in the budget. The Ministry of Urban Development has included 3,983 programs and plans ranging from 1,000 to 99,000 rupees in the budget for the next financial year. Which is 59 percent of the total programs and plans of the Ministry. Urban Development has budgeted 6,755 plans and programs for the next financial year. 

Although there is a standard of not having projects costing less than 3 crores in the budget of the federal government, urban development has allocated only 1-1000 rupees for 20 programs.

The National Planning Commission had implemented the 'National Project Bank Standard 2081' to allocate the budget only for projects worth more than three crore rupees, saying that the budget should not be divided into pieces. But violating this standard, it has been found that the most fragmented plans have been included in the urban budget.  According to the standards prepared by the

commission, it was decided that the broken plan would not be in the union and would be implemented at the provincial and local levels. In the Ministry of Urban Development, there are two dozen programs worth 1000 to 1000 million. Urban development is the most fragmented plan budgeted in ministries. Ministry sources claim that the plan was broken into urban areas to persuade most of the ministers, leaders and activists within the ruling party. 

"Looking at the development program of the ministry for the next financial year, it is clear whether the plans and programs are worth lakhs or crores," said an official of the ministry.

The Ministry of Urban Development has decided to create a budget title and increase the budget later by transferring money to it. Deputy Prime Minister and Finance Minister Bishnu Paudel and National Planning Commission Vice Chairman Shivraj Adhikari have been claiming that projects costing less than three crore rupees will not be included in the budget of the Union government. It was said that it will be strict. Finance Minister Paudel had said in his budget speech that the Tucre scheme would not be allocated in the budget of the union government. But the Finance Minister could not stop the plan of the Ministry of Urban Development. 

Urban Development Ministry Joint Secretary and Spokesperson Narayan Prasad Mainali claimed that less than 1 crore has been allocated for the programs that have already started. "Since some programs and plans have already started, they will be allocated less than crores of rupees, so they have been allocated accordingly," he said.

Urban development has often been a competition between federal ministers, parliamentarians, state ministers, parliamentarians and local people's representatives to post on social networks that the plans as demanded by them have been kept in the budget. Economist Dilliraj Khanal said that three/four plans have been combined in a budget of three crores. "Three/four plans have been combined and 3 crores have been demanded," he said.

Even though the vice-chairman of the Planning Commission and the Finance Minister have repeatedly said that schemes worth less than 3 crores will not be included in the budget of the Union Government, Khanal said that this was not implemented when the budget came. "Such an action has also raised questions about the credibility of the responsible body," he said.

Even though the National Planning Commission has been strict for a long time, finally the city did not miss to include the piece plan in the budget as in the previous years. Prakash Kumar Shrestha, a member of the National Planning Commission, said that the Ministry Budget Information System (LMBIS) is under the Ministry of Finance and is responsible for the meaning of what is kept in it.

"We have not allowed projects worth less than 30 million in the project bank, if they were placed in LMBIS, it would not be under the responsibility of the commission," Shrestha said, "If this is done, it is against the economic procedure and the Financial Accountability Act. The appropriation bill also says that the process of the project bank must be completed before implementation, so if the process is not completed, it will be difficult to implement the project." 20
