Due to the dispute between Mayor Balendra Shah (Balen) and Chief Administrative Officer Saroj Guragai, the executive meeting of Kathmandu metropolis has not been held for 5 and a half months, and the budget and policy and program that should be submitted by June 10 have become confused. If the budget does not come, the economic activity of the metropolis will be stopped from July 1.

According to the Local Government Operation Act 2074, there is a provision to hold executive meeting once a month. But since then, the executive committee has not been able to hold a meeting. Ward offices are also confused about budget ceiling and policies and programs.

Dal Bahadur Karki, president of 30 wards, says that the dispute between the chief administrative officer and the mayor is increasing the problem in the metropolis. He said that the clash between the union government and the mayor has not resolved the dispute in the metropolis. "On the one hand, the federal government will not change the executive officer, on the other hand, the mayor will accuse the administrative officer of corruption, so the meeting could not be held," he says.

Metropolitan executive members along with deputy chief Sunita Dangol submitted a letter to Mayor Balen on 12th June, demanding to convene an executive meeting. Before that, on 10 March 2081, a letter was submitted to Mayor Balen requesting to hold an executive meeting. Despite Balen's promise to call a meeting, the Executive has not held a meeting since then. 

Mayor Balen has been accusing the chief administrative officer Guragai of corruption by saying that he passed the map of Kathmandu Tower by changing the process. Balen, who became the mayor through independent candidacy, has also expressed anger that political parties have supported Guragai.

After a long vacation, Guragai, who came to appear in the metropolis on 21 Chait, tried to be stopped by the then Senior Superintendent of Police Rajunath Pandey of the Metropolitan Police Force, but the Deputy Mayor, UML and Congress people's representatives and employees helped him. Gurgai was on home leave since December 7.

Gurgai asked Pandey for an explanation on June 6 regarding the issue he tried to stop when he went to appear at the office. He suspended Pandey for 6 months on 20th June saying that the explanation was not satisfactory. Meanwhile, Mayor Balen asked Metropolitan Spokesperson Naveen Manandhar for an explanation saying that he should apologize for defaming him publicly on 8th May. But Manandhar has not even understood the letter. 

According to the Local Government Operation Act, the budget must be brought within 10 June. As the executive meeting could not be held, confusion has increased as to what will happen to the budget of Kathmandu metropolis. Spokesperson Manandhar says, 'We have made three budgets, we have experience, so the process is all old, all the wards are preparing, work is going on to collect suggestions from the citizens' level. Assistant Spokesperson Dhruv Kumar Kafle, budget preparation is being done regularly from the staff level. He said that although the plans have not been submitted to the metropolis by the political representatives, they are reviewing the budget for the current financial year. "Currently, plans are not coming from the people's representatives, we are only working from inside the metropolitan office," he said, "The ward office is selecting the plan but has not sent it yet." Thematic Committee makes recommendations to the Budget Drafting Committee. The budget formulation committee makes recommendations to the city executive. He told that the employees are doing the work until the executive is reached.

"When the Budget Drafting Committee asks for a budget program, we prepare the situation of the past three years, the situation of the previous year and the estimated remaining amount balance, internal estimated income, the sources that will be provided by the Union and the Province," he said, "the day on which the meeting of the Budget Drafting Committee and the Municipal Executive Council is held, that is the day it is proposed."
