Criteria for not keeping plans below 3 crores: Rs. 1,000 scheme also in the federal budget

Although there is a standard of not having projects costing less than 3 crores in the budget of the federal government, it has been found that 1000 rupees have been allocated to 20 programs under the Ministry of Urban Development. The National Planning Commission had implemented the 'National Project Bank Standard 2081' to allocate the budget only for projects worth more than three crore rupees in order not to have piecemeal plans in the budget.

The said criteria decided that the piecemeal plan should not be in the Union and should be implemented at the provincial and local levels. In response to this, the federal government has put 20 programs worth 1,000 under the Ministry of Urban Development in this year's budget. After a thousand, there are two dozen million programs. 

The Ministry, which has plans of around 100,000,000 in the current year, has not spared plans of 100,000,000 for the next financial year as well. There are many plans of one, two, three to more than one lakh. Now the Ministry of Urban Development has made a decision to raise the budget title and increase the budget later by transferring money to it. 

Deputy Prime Minister and Finance Minister Bishnu Paudel said in his budget speech that the budget will not be allocated for projects costing less than 30 million rupees.

In the current year, 91 billion 35 billion 23 million rupees have been allocated for urban development, the budget has been increased to 1 trillion 18 billion 34 million 44 million rupees for the next year. Under urban development, 6 thousand 755 programs and plans are included in the budget. A former secretary said that the work was done to appease the workers by sending a lot of budget to urban areas. "I thought there was something wrong with the allocation of a large budget for urban areas for the coming year," says the former secretary. "Currently, one-one-thousand programs have been set up in the budget so as not to be insolvent," he says, "Later the amount will be increased and payments will be made available to those who have poor houses through the relevant agencies." Similarly, there are 26 programs of one lakh.

Gopal Sigdel, secretary of the Ministry of Urban Development, says that there are programs and plans that need to be addressed below 30 million in grants provided by the federal government to the state and local levels. "The Union has said that plans below 30 million won't be implemented," he says, "under the Safe Citizen Housing Program, each household receives 75,000 rupees. This is a program of the federal government, its implementation is done by the local level, and accordingly it has been addressed in the budget. Who will implement it is mentioned in the program itself."

"There is a program, the implementing agency has been designated, this is a conditional federal budget," he says, "the union allocates and sends it to the provincial and local levels with authority." He did not reveal anything about the irrigation plan including one lakh. 

Vice President of National Planning Commission Shivraj Adhikari says that it is not a project with a small budget but a program that needs to be regularized in the budget. "Some of the old programs are less than 3 crores, so it may be kept in the budget to complete them," he says. He said that some of the three programs have been combined and kept in one program to reach 3 crores. The officer said that in Section 12 of the Appropriation Act, the project will not be implemented without completing the bank's process. "In order to complete the process in the project bank, there must be a project of 30 million, if someone puts a piecemeal plan, it will not be implemented," says the official.

'Projects below 30 million rupees cannot be placed elsewhere, small pieces of plans have been put in place so that the city will get them,' says the official, 'Other ministries have sent projects below 30 million rupees to the provinces.' "The Appropriation Act is a powerful law," he says, "if it is not new, it may be less than 30 million in the case of old projects, they can make 1/1.5 million by being clever, but not 100,000, because the city has been doing the same before, so it may be done now." 

After the commission passes the budget, it will be seen whether it will be implemented only after the review, he said. "We will strictly observe the implementation," says the official, "There will be no more discretion like before." "The disaster that will be completed in less than that due to the disaster and the liability created in the previous year (current year), the program under construction, the project under construction, which will be completed at a low cost, may have an allocation of less than three million," he said. He said that the relevant ministry will correct if it is included in the entry. "The overall policy of the Ministry of Finance was to reduce the number of small, incomplete, long-term, non-resulting projects. We also cut 4,654 projects," he said.
