The ruling Congress and the opposition have come close to an agreement to remove the obstruction in the House of Representatives over the visit visa issue. From the opposition, Maoists and RSVP have been communicating with the Congress, but no agreement has been reached on the language of the draft. The other ruling party, UMA, is reluctant to make an agreement.

On Sunday, Congress, Maoists and RSVP reached an agreement to open the House and resolve the issue of visit visa. The language of the draft was yet to be finalized between those parties. However, the obstruction continued in Parliament on Monday after the UML expressed displeasure with the efforts to reach a consensus. Mahesh Bertaula, the chief whip of UML, went to meet Prime Minister Oli on Sunday evening with the draft agreement between the three parties. However, the UML did not seem interested in an agreement.

RSVP has commented that UML and Prime Minister KP Sharma Oli have not taken initiative to end the obstruction of the Parliament. RSVP Deputy Chairman Swarnim Wagle said that there is a need to find out what the UML is doing in this matter. Congress has been looking for us. We live together with the Maoists as the opposition. "There is no formal initiative from UML," Wagle said, "maybe they have been communicating within the ruling party or since this matter belongs to the home minister and the home minister of the Congress, there may have been division of labor between them so that he should take the initiative of the dialogue." 

Deputy Chairman Purna Bahadur Khadka, who is leading the discussion from the Congress, said that the ruling party has started a dialogue. He informed that although discussions with all political parties are continuing, no conclusion has been reached.

'The opposition raised the issue with enthusiasm. Now the responsibility and responsibility of landing, opening the house is also on their shoulders. The investigation conducted by the authority should be made impartial. Manpower, agencies, airlines etc. have been involved in the network, it should be destroyed. There should be an investigation for that.

RSVP Deputy Chairman Wagle said that he had a discussion with the Congress leaders for 1.5 hours on Monday, but both sides did not back down from their stand. RSVP has backed away from the Home Minister's resignation and has taken the stand that a parliamentary or judicial inquiry committee should be formed. He informed that a five-point written proposal has been submitted on behalf of the party.  In the

proposal, it is mentioned that a high-level investigation committee should be formed on visit visa abuse and human trafficking. Raswap demands that the government should ensure full support and facilitation to the authority investigating the visit visa case, and that there should be a commitment from the prime minister to form a high-level investigation committee within 5 days to carry out a comprehensive and multi-faceted investigation when there is a suspicion of the involvement of government mechanisms, travel agencies, manpower companies, airlines and Nepali and foreign delegations in human trafficking and organized crime.

Likewise, it is mentioned in the proposal of the National Democratic Party of India that a parliamentary monitoring group should be formed consisting of parliamentarians from all parties, there should be effective coordination with the immigration department under the Ministry of Home Affairs, the police, the Ministry of Foreign Affairs, the Civil Aviation Authority and other relevant agencies, and transparency should be adopted when publishing the research process and study report. The RSVP has proposed that the inquiry committee should have the right to decide whether Home Minister Ramesh Ukhtar should resign or not. 

After the arrest of Tirtharaj Bhattarai, joint secretary of the Ministry of Home Affairs and head of the Tribhuvan International Airport Immigration Office, organized 'extortion' under the guise of visit visas came to light. The opposition parties have been blocking the parliament since May 13, demanding that the Home Minister should resign, alleging that the writer was involved in the case.
