The ruling and opposition parties have come close to an agreement to remove the obstruction in the House of Representatives regarding the visit visa case since May 13. Even the RSVP has backed away from the demand that the Home Minister should resign, while the opposition parties' demand for a judicial or parliamentary inquiry into the immigration issue remains the same.

After various rounds of discussions, an agreement was reached between the ruling Congress and UML and the opposition parties Maoist, RSP and United Socialists not to obstruct the investigation of the authorities in the case of visit visas and to initiate immigration reforms.

In the draft of the agreement prepared by the parties to remove the obstruction of the Parliament, it is written, 'Now the authority is investigating the matter regarding the visit visa of immigration, the government will facilitate the necessary and the government will take concrete steps to improve the policy, legal and structural reforms regarding the immigration and visit visa.' Leader Pushpa Kamal Dahal held discussions with opposition parties and Congress in the Parliament itself.

In the discussion with the Speaker, no agreement could be reached between the parties. While leaving after the discussion, Congress chief whip Shyam Kumar Ghimire said, "We did not get any conclusion or decision from the opposition." If they help, the parliament will run well, even if they make it difficult, there will be some discomfort, but the parliament will move forward. Later, Maoist chairman Dahal had a discussion with the leaders of the ruling Congress and the opposition RSVP and the United Socialist Party. From Congress, Deputy Chairman Purna Bahadur Khadka, General Minister Gagan Thapa and MP Gyanendra Bahadur Karki participated in the discussion. 

Indicating that the parties have reached an agreement, Dahal said while leaving the parliament building, "Everyone should be flexible, it is not enough for the Maoists to be flexible to solve the problem, the government should also be flexible." When I spoke to the Congress President yesterday, I saw signs of flexibility everywhere, I think the House will run soon after an agreement on the language is reached. UML secretary Yogesh Bhattarai and former minister Padam Giri participated in the discussions between the parties at various stages on Sunday. Chief Whip Mahesh Bertaula has been participating in the discussion with the Speaker.

UML Secretary Bhattarai said that there were discussions between the parties at various stages about opening the parliament barrier. "There has been a collective and mutual discussion between all parties, we have reached an agreement through everyone's efforts," he said, "Everyone is committed to investigating the irregularity of immigration in a proper manner. As the authority has advanced the investigation process, it is to help it, not to disturb it, and the discussion has reached a conclusion." 

UML chief whip Bertaula said that the opposition parties blocked the parliament and they are also responsible for opening it. "Now the opposition has come to the point that the House should be resumed, this is a positive thing. Yesterday the House was blocked because of them, tomorrow the situation will develop where the House will resume because of them," he said.

RSVP Parliamentary Party Acting Leader Virajbhakt Shrestha complained that Prime Minister Oli did not take any serious initiative to open the obstruction of Parliament. He said that the party's position that a parliamentary or judicial investigation should be conducted was clearly stated in the discussions with the opposition parties and the Congress, as the authority only looks at the corruption of employees. "The prime minister was not serious and sensitive about opening the parliament, instead the Congress discussed with us and showed democratic character," he said.

He said that even though there is a serious dispute in the parliament about immigration, the middleman is more important than politics. "The opposition is standing in favor of good governance in a responsible manner, the attention of the common people has been focused, we have talked about the inquiry committee, in the immigration case, there have been matters beyond the scope of the authority. There have also been talks about embassies, airlines and manpower, but the authority will only investigate the employees, Shrestha said. 

Mentioning that the ruling party has repeatedly expressed that the Constitutional Commission is conducting the investigation, he reiterated his position that it cannot be agreed to. "Raswap did not raise the issue of the visit visa case targeting the Home Minister Ramesh Ukhtar, but took a stand on the people who suffered from it," he said. 

Rajendra Pandey, the leader of the United Socialist Party, said that the opposition parties have abandoned the demand for the resignation of Home Minister Akhtar over the visit visa issue. "From the beginning, we have been saying that the investigation on the visit visa is the most important thing, everyone's agreement came at that point, now it has been advised to adjust the language of the agreement," Pandey said after the meeting of the Congress and the opposition parties. After the decision of the authority, we have asked to investigate immigration from 2064 to solve the policy and structural problems of immigration.
