UT appointing 130 graduates as professors from 'fast track'

Tribhuvan University is going to appoint professors, associate professors and deputy professors through open competition based on research specialty (fast track). Trivial is going to appoint professors who have completed PhD and are involved in research through interviews. Earlier, the university appointed professors and associate professors through this method, but this time, it has started the selection process with a large number.

According to the advertisement published by the Service Commission last week, 10 professors, 30 associate professors and 100 associate professors will be selected through this method. The University has also issued a regulation regarding the recommendation of teacher appointment through open competition on the basis of research specificities.

The minimum qualification to apply is Ph.D. In addition to that, at least two research articles should be published in national and international journals for associate professors and one research article for associate professors. According to the regulations, the list of candidates who have obtained the minimum marks specified for research and publication of works will be published in the preliminary selection.

 Research and publication of works will be given 150 marks, teaching service/research work experience 10 marks, research direction/research award 20 marks, interview 20 marks and 200 marks in the competition. After that, the initial shortlisted candidates will be interviewed and recommended for appointment on the basis of merit. Only those who get at least 70% marks in professor, 65% in associate professor and 60% in associate professor will be recommended for appointment. 

Lalu Paudel, the former chairman of the Service Commission and a member of the Executive Council of Tertiary University, said that they are going to bring in those with qualifications, abilities and expertise to the Tertiary University.

He said that to compete for a position based on research specialization, the minimum qualification is education, research articles should have been published in national and international specialized journals, books should have been published on the subject, and research and innovative products should have been registered. "Through this method, only competent and researchers who have been active in studies/research for a long time are selected," he said, "There is no need to doubt the qualifications, abilities and expertise." Acting Vice-Chancellor Khadg KC said that since the university received positive results from the professors who were appointed at that time, they are going to continue. He said that such an effort has been started to engage the skilled manpower who are constantly active in the field of research and innovation in the university service. Rector Duvinanda Dhakal said that the process has been started to admit those who have contributed in the field of education and research. He said that the advertisement will help those who are working abroad in the field of research to return home and contribute to higher education. This time the University has advertised internally and openly for the appointment of 650 professors, associate professors and deputy professors. The minimum educational qualification for others except for research specialty is post graduation. They will be selected through written and interview method. 

According to Registrar Kedar Prasad Rizal, the scope of the research specialty competition, which is limited to professors and associate professors, has been widened since the Tertiary Act provides that teachers can be selected by both methods. 

"The best and appropriate method that has been used at the international level has been followed," he said. 6 professors' organizations issued a joint statement and objected to the appointment of professors without a written examination, citing research specificity. Teachers, who have been permanent through partial, contract and past limited competition, have been pressing for the ad to be stopped even before it went public.  After the announcement of the

advertisement, Democratic Professors' Association, Nepal National Professors' Organization, Integrated Progressive Professors' Organization, Nepal National Professors' Organization, Democratic Professors' Association and Socialist Professors' Association expressed their displeasure. In the statement, the university has been asked to stop the process of selecting and appointing professors through interviews without written examination. 

They demand that professional development of all professors should be ensured, contract service employees should be promoted on the basis of experience, and agreements made with partial professors should be implemented. It has also been alleged that the Acting Vice-Chancellor has arbitrarily recommended the posts of professors and associate professors.

Jagat Timilsina, president of the Democratic Professors' Association close to the Congress, said that no appointment was recommended in any subject and favoritism was done more than necessary in some subjects. "It is seen that a small number of posts will be recommended to fulfill personal ambitions and no posts at all are recommended, so the posts should be increased," the joint statement said. The part-time professors in the university have been demanding a contract, while the contract limited competition and the teachers who were selected through limited competition in the past have been pressing for promotion through the same opportunity.
