Tarun Dal building is being constructed on 18 ana land provided by Maiyadevi Shrestha near Ravi Bhavan
The government has allocated three crore rupees for the construction of the building of Tarun Dal, a fraternal organization of the ruling Congress. The government has allocated a budget for the construction of Tarun Dal building from the budget of the next financial year under the title of 'Ganeshaman Singh Smriti Bhawan Nirman' on the land near Ravi Bhawan located in Kathmandu Metropolitan City Ward No. 13.
Tarun Dal President Scholar Gurung Swayam informed about this through a statement and expressed his gratitude to Party Chairman Sher Bahadur Deuba and Deputy Prime Minister and Urban Development Minister Prakashman Singh for "taking special initiatives to allocate budget for the construction of Tarun Dal's buildings".
Gurung informed that a budget was requested from the government for the construction of the new building. "There was a talk of building a building by raising our own support, but since the previous government allocated a budget from the Ministry of Urban Development to build a building for the Women's Association, we also demanded it," he said, "Congress is building buildings in the name of BP Koirala, Ganeshman Singh and UML Madan Bhandari." This is nothing new.'
Social activist Maiyadevi Shrestha has prepared the construction of a building on 18 acres of land near Ravi Bhavan for the central office of the Congress. Tarun Dal President Gurung informed that the map of the new building has been prepared.
Public criticism has started regarding the budget given to the fraternal organization of the ruling party, but the Ministry of Urban Development has not made public its official opinion. Urban Development Ministry Spokesperson Narayan Mainali expressed ignorance about this. "I have not seen all the budgeted programs under the Ministry of Urban Development," he said.
The institution opened in the memory of left-wing leader Tulsilal Amatya for political and social studies and research was given the usufruct of 12 ropani 6 annas 5 paisa 3 dams of land in Chaisal, Lalitpur on 10 Chait 2058. The central office of UML has been operating since 9 Baisakh 2079 in the structure of the foundation against the conditions and agreement.
In the strategy issued by the Ministry of Land Management, Cooperatives and Poverty Alleviation 2 years ago, there is a provision that the contract with all organizations that are enjoying government land should be converted into a 'lease', they should pay periodic fees and if not, the land should come under the government's enjoyment. According to the strategy, it has not been agreed that Tulsi Lal Foundation should also take the land of Chasal on lease.
The establishment is supported by the Indian Embassy, Bagmati State Government, Lalitpur Sub-Metropolitan Municipality and the Federal Government. UML is using the building by adding a separate room for the establishment. President of the foundation Gopal Shakya said that they have cooperated with UML legally.
We have cooperation with UML, we have not taken any rent, UML has also invested in building construction. Tulsi Lal himself was the leader of the UML, the party general secretary, and the foundation was built in his name, he said, "Until the UML builds its own office, it has said that it will run the party office."
He claims that he was not evicted from the work of the establishment while the UML office remained. Chairman Shakya said that research work is being done on democratic movement, communist movement, farmers and cooperative movement. Foundations and funds established in the name of
leaders are guided by laws made by the government. But the stakeholders have been criticizing those foundations and funds, with few exceptions, saying that there is a trend of allocating funds from the state and exploitation by the leaders and workers of the party.
Former Secretary of the Government of Nepal Kewal Bhandari says that the government and parliament should think about how to spend the state fund. "I don't know that the state directly gives budget to any party office," he said.
A former secretary of the Ministry of Finance says that the budget is going from Chorbato to build offices of parties and fraternal organizations. "UML Madan Bhandari and Congress are taking money from the state fund to build a party office in the name of foundations established by BP Koirala and Ganeshman Singh," he says.
In organizations established in the name of leaders, the abuse of authority investigation commission has also brought it into the scope of investigation saying that there is an increasing trend of taking the budget from the state coffers and doing irregularities by the leaders and workers. A special court has already ruled that the foundation established in the name of Jhalnath Khanal, the leader of the United Socialist Party, took about 18 million rupees from the state fund for the production of antivenom used in the treatment of snakebites.
