The Abuse of Authority Investigation Commission has started an investigation after Sharad Ojha, who was appointed the chairman of Nepal Insurance Authority only three months ago, found the qualification and experience documents to be questionable. The Authority has taken the documents from the Ministry of Finance saying that the appointment was made on the basis of the documents submitted by him without double examination.

Ojha was appointed as the chairman of the Authority for 4 years from the cabinet meeting on 12 February 2081. "We have received letters from the Authority on various dates to submit the documents for his appointment for investigation," says an official of Finance, "We have submitted the details including the appointment letter, documents submitted by Ojha, recommendation letters received from various organizations to the Authority." Three days after that, on 20 Chait, the bench of Judge Nahkul Subedi issued a show cause order in the name of the government and called both parties for discussion. Last time on 5th June 2082, the bench of Chief Justice Prakashmansingh Raut and Justice Nityanand Pandey ordered Ojha to submit documents related to the basis of his appointment as President. 

A complaint was also filed against Ojha's appointment in the authority. After that, after seeing the quality of the documents submitted by Ojha in the initial investigation, the authority started a detailed investigation. 

The Authority has already sent a letter to the concerned office/company about the validity of the submitted documents stating that they have worked in different offices/companies. "Details are also being received from the relevant office/company regarding the letter being sent, and a detailed investigation is being carried out," says the official of the Authority.

"Representatives of the agency that prepares qualification and experience documents in his name have been called and interrogated," says an authority official, "The representatives of those organizations have informed that they were prepared after Ojha requested a recommendation for PhD studies abroad. But it seems that he has not worked in most of the organizations.'

He also works as a local agent of foreign companies that purchase strategic and security materials, Senior Manager at Trinity Exim Pvt. Ltd. from 18 October 2019 to 16 November 2021, 'Part-time' consultant at the Investment Board under the Government of Nepal from 15 January 2024 to 23 May 2024, as a policy expert at Confederation of Nepal Industry (CNI) from 11 May 2024, Nepal  He has also submitted experience of working in the Federation of Commerce. 

President Ojha said that he is not aware of the fact that the authority is investigating his qualification certificate. 

'Until these days I have no information. I have submitted only my qualification and experience documents while competing for the chairmanship of the authority. I have worked full-time in some organization or body and in some I have worked as a consultant for short-term. I have submitted documents according to the amount of work I have done," he said. He has also submitted that he worked as a consumer executive (consumer executive) in Varun Beverages Pvt. Ltd. from February 2016 to June. 

It seems that Ojha has submitted a document with the experience of teaching in the resource faculty of Nepal Academy of Tourism and Hotel Management (Natham College) from January 2017 to the time of his appointment (2025) and in SAIM College from December 2022 to 2024.

He has also submitted documents of experience as senior manager in Chanakya Media Pvt Ltd from 16 December 2021 to 22 January 2025. Similarly, from 27 Baisakh 2080 till the time of his appointment, he was a press representative from the Department of Information and Broadcasting and also worked in Deshsanchar media from 17 November 2017 to 16 August 2018. 

Ojha has also submitted a certificate that he worked as a manager from January 1, 2073 to October 2074 and as a management officer from November 1, 2070 to November 2072. 

 Ojha also submitted the experience letter of teaching at Rajdhani College from 2018 to 27 December 2024, at Apex College from January 2017 to 23 September 2024 and at Imperial College from April 2018 to September 2024 as part of the eligibility documents for the Authority Chairman. 

It is mentioned in the complaint filed with the authority that there is no double examination of the documents submitted in this way, those experiences are not related to insurance and the verification of these documents is also by a one-member committee. 

In Section 8 of the Insurance Act, 2079, the basis of qualification for the chairman or member of the insurance authority has been determined including at least five years of high managerial work experience in the relevant field with at least a master's degree in insurance, monetary, banking, finance, commerce, management, public administration, statistics, mathematics or law. But a complaint has been filed in the authority and a writ has been filed in the court with the claim that Ojha was appointed as the president against the law. 

The Abuse of Authority Investigation Commission filed a corruption case against Authority Chairman Surya Prasad Silwal, who was also the former Home Secretary, in a special court on 24 November 2081 on the charge of illegally correcting the date of birth in the citizenship, carmating and cheating to correct the date of birth in the citizenship and passport and taking advantage of the government service based on that. He was suspended after the

case was filed. Silwal's tenure ended amid the suspension. Three months after filing the case, Silwal was acquitted on February 18. After that, the government appointed Ojha as the vacant chairman of the authority. 

A three-member committee was formed under the coordination of National Planning Commission Vice-Chairman Shivraj Adhikari and comprising Finance Ministry Secretary Ghanshyam Upadhyay and Jyoti Chandra Ojha as experts. On the recommendation of the same committee, Ojha from Kanchanpur was appointed as the chairman by the Council of Ministers.
