Palungtar Municipality has hired a 'substitute teacher' so that teaching is not affected when the teacher is on maternity leave. Three assistant teachers have been appointed to replace the teachers who are on maternity leave in public schools.

Madhav Pokharel, education officer of the municipality, says that contract teachers have been selected and mobilized to regularize teaching in cases where teachers are on leave before or after childbirth.

"There are many women teachers in the municipality, there is a provision for them to get three months leave when they give birth," says Pokharel.

After the female teacher informs the school about the leave, an arrangement has been made for the school to request a teacher from the education department of the municipality. 'After the school informs that the teacher is on maternity leave, we assign a substitute teacher,' he says, 'Sometimes the teacher appears after the maternity leave is over and we assign the substitute teacher to a school that is teaching or to a school with a large number of students based on needs.'

The municipality has also created the Assistive Teacher Management Procedure 2081 under the municipal grant to keep teachers on contract. It is mentioned in the procedure that the teachers appointed in the

contract will be assigned to schools with maternity leave, schools with high teacher-student ratio, schools without class and level teacher positions and schools without internal revenue.

The municipality has said that the support teachers have been hired to manage the necessary manpower to continue the teaching and learning of the school, to partially fill the shortage of teachers in English, mathematics, science, computer and Nepali subjects in the community schools, to improve the educational system of the school and to help in improving the educational quality.

Each fiscal year based on the budget allocated by the city assembly, the executive determines the level and subject opening quota based on the recommendations made by the city education committee to appoint assistant teachers from the municipal grant money. 

Palungtar Municipality's Administrative Procedures (Regulating) Act 2075 has been made by the executive using the authority given by section 4. Mayor Vivash Chintan says that after hiring assistant teachers, the problem of affecting public school education has been solved.
