Chairman of CPN (Maoist Center) Pushpa Kamal Dahal has said that policies and programs have been made only formal and ritualistic.

Commenting on the government's policies and programs presented by President Ramchandra Paudel on 19 May last, President Dahal said that policy and program preparation has been made a ritual.

He said that last year, the policies and programs were discussed and finalized through democratic methods, but this year the government broke the process.

'I tried to break the ritualistic tradition of policies and programs by taking into account the votes of honorable MPs in this honorable parliament,' he said.

He said that the government ignored the fact that through this method, enough time would be available to include the suggestions of the people's representatives in the government's policy and program and budget formulation, and it could be revised and reflected in the budget accordingly by including the suggestions of the honorable people.

'But in doing so two-thirds absolutism could not be imposed.
