Agreement with government, teachers returning to school

After the ruling party's commitment to issue the School Education Act by June 15 with the approval of some demands related to service facilities and career development, the teachers have agreed to return to the classroom, suspending the street protest that has been going on for 29 days.

 The 9-point agreement reached with the Ministry of Education was approved by the Council of Ministers that met on Wednesday evening, and partial demands of the teachers have been addressed.

After the decision of the cabinet regarding the demands of the teachers and the commitment from the ruling party to pass the school education bill within the current parliament session on June 15, the teachers agreed to stop the Kathmandu-centered street demonstration with the educational strike and participate in student admissions, regular classes, and examinations. Due to the teachers' agitation, student admission drives, recitations, examination of SEE answer sheets and class 12 examinations were stopped in public schools across the country.

After the agreement between the government and the Federation of Teachers, it has been confirmed that the Class 12 exam will be conducted from next Sunday. Education Minister Raghuji Pant informed that the Cabinet has approved the agreement with the teachers' federation.

A joint press conference was held by the Ministry of Education, the Teachers' Federation and the ruling party Congress, UML's whip and the chairman of the Education and Health Committee to publicize the points passed by the Cabinet. The Council of Ministers has decided to provide treatment concessions to all teachers and school staff at the civil hospital in Kathmandu. Teachers have been demanding a separate hospital.

 It has been decided to accumulate the sick leave of temporary teachers (relief, temporary, contract former Umawi, learning grant, technical edge, special education and child development facilitator) and the amount will be given in lump sum at the time of separation from service. In the case of temporary teachers, there was no provision for accruing sick leave and receiving money for it, apart from the monthly salary facility. Provision has been made for temporary teachers to also receive an allowance according to prevailing laws. 

The Cabinet has decided to make arrangements regarding the remuneration of Early Child Development Facilitators (ECDs) and school staff as prescribed by the government. The government has said that the child development facilitator will be provided with a monthly salary of 17,000 as stipulated by the Labor Act, while the teachers' federation has been demanding that the salary equal to that of primary and third grade teachers should be provided.

Likewise, the cabinet has approved the agreement to maintain the grade number and amount for permanent teachers from the next fiscal year 2082/83 for primary tertiary, primary secondary, lower secondary tertiary and secondary first class teachers. Even though the teachers had the same rank, they were getting lower grade facilities than the civil servants. It has been decided to maintain the salaries and grades of lower secondary level and primary level teachers to be the same as secondary level second level teachers. 

It has been decided to make provision in the regulations of the Education Act to be issued to join the social security fund for teachers and employees of private sources working in public schools. The cabinet meeting is going to include teachers in the government's merit list.

The dignity of teachers has not been maintained yet. The cabinet has also decided to make arrangements for free treatment of injured teachers, employees, security personnel and journalists in government hospitals during the teachers' protest. 61 people, including journalists, were injured when the police intervened in the teachers' protest. The Ministry of Education estimates that about 8 billion budget will be required to implement the decision made by the Council of Ministers regarding teachers.

According to an official of the Ministry of Education, the then Minister of Education Vidya Bhattarai proposed 7 points for the decision of the Council of Ministers, apart from the treatment of the injured and maintaining the salary of teachers of the first class and the grade equal to the second class. After Prime Minister KP Sharma Oli and Finance Minister Vishnu Paudel did not support the proposal, Bhattarai resigned on May 8. Education Minister Pant said that 9 points were passed based on the 7 points prepared by Bhattarai.

It is estimated that 278.7 million budget will be needed to provide sick leave to teachers, 867.8 million to arrange treatment under concessions, 6.5 billion to provide minimum wage (17.5 thousand) to child development teachers, 1.39 million to adjust civil grade for teachers, and 400 million to provide local/remote allowance to relief teachers like other teachers. A separate budget is not required to contribute to the social security fund and maintain dignity.

At the press conference held to publicize the agreement of the Federation of Teachers and the decision of the Council of Ministers, Home Minister Ramesh Akhtar, Chairman of Education, Health and Information Technology Committee Ammar Bahadur Thapa, Congress Whip Shyam Kumar Ghimire, UML Whip Mahesh Bertaula pledged to try to pass the school education bill within June 15 of the current Parliament session.

Thapa, Ghimire and Bertaula have also issued a joint letter of commitment to pass the school education bill in the current parliament session. The bill is under discussion in the sub-committee of the committee. On Chait 8, a sub-committee was formed under the chairmanship of UML MP Chavi Lal Vishwakarma. The committee has set a deadline to submit the report to the sub-committee by May 23. The sub-committee said that the discussion is ongoing and the report will be submitted at the appointed time.

Teachers' Federation President Laxmikishore Subedi and General Secretary Tula Bahadur Thapa issued a statement and decided to suspend the ongoing agitation since March 20. The federation has asked teachers to participate in school admissions, regular classes, and examinations.
