The implementation, monitoring and evaluation committee of the directive principles, policies and responsibilities of the state has decided to urge the government to clarify the direction of the country's policy and program for 2082/83 and to make the people confident.
Today's meeting of the committee has decided to strongly suggest that the state's directive principles, policies and responsibilities will guide the way of state operations and that the state will mobilize resources as needed for their implementation. Chairman Thakur Prasad Gayre said that the
committee has requested the government to present the policy program based on the reality that can be addressed through the budget and program.
He said that the attention of the government has also been drawn to determine a solid plan for high-level and medium-level manpower production necessary for the operation of modern transportation facilities such as tunnels, cable cars, electric trains, and to emphasize the development of infrastructure from its own manpower and resources by making full use of the experience of Nepali workers who have returned from abroad.
The committee has also suggested to the government to include the guidance policies and programs necessary to achieve the goals of sustainable development and to create plans and conduct programs keeping in mind the effects of climate change. The meeting has decided to suggest to the university to teach/conduct studies with curriculum to produce manpower required for iron, copper and other metal industries and to present a solid blueprint for mining. The
committee has also asked to mention in the policy about the immediate amendment of laws that interfere with the proper use of forest products, to revise and amend the laws that interfere with the Forest Act and the National Parks Act, and to take a policy to immediately reduce the import of wood and furniture products by arranging for the scientific use of forests, import substitution by felling, and tree planting in proportion to the felling.
Chairman Gayre said that it has been suggested to the government to protect domestic agricultural produce through high import tax while minimizing the import of agricultural produce and to announce a policy of not leaving any arable land barren. He mentioned that it is also suggested to give high priority to reservoir projects in the operation of hydroelectric projects, to give such projects more tax, duties and other facilities than the 'run way river' project and to give first priority to public private partnership. The
committee has also asked to adopt a policy of setting a solid agenda for projects of national pride and to designate only projects of national importance as national pride. It is suggested to bring a solid proposal to complete the ongoing projects before adding more projects in this policy and program. The
meeting also suggested the government to adopt a policy of creating employment opportunities within the country by establishing industries and rebuilding sick industries and making the materials produced from such domestic industries mandatory in government agencies.
