Speaker Devraj Ghimire has appealed to make as many laws as possible to address the voice of dissatisfaction.On the occasion of the commencement of the sixth session of the House of Representatives, Speaker Ghimire, in a brief address to the Parliament, said that the common commitment of all is necessary to finalize the laws to be made by the Parliament as soon as possible.
"The main responsibility of the Parliament is to make laws for the country," said the speaker, "To address the voice of dissatisfaction that has been seen due to the inability to make laws on time, we all need a common commitment to finalize the laws that should be made by the parliament as much as possible." He expressed confidence that the budget session of the House of Representatives, which started today, will be successful for the government's policies and programs, as well as the budget and lawmaking.
The speaker says that only if the effectiveness of the parliament can be increased, it will help in the strengthening of democracy, good governance, accountability and the creation of a government system that is responsive to the people. "Only an effective parliament can make appropriate policies and laws to solve the country's problems, I appeal to make the next session a success as it will contribute to social justice, economic development and national prosperity," Speaker Ghimire said.
Paying attention to the work pressure of the Parliament during the budget session, the Speaker said that he had done his homework to finalize the School Education Bill and the Federal Civil Service Bill by running the Parliament except on Saturdays and public holidays. Between policies and programs and budgets, time has been secured in the upcoming calendar of the Parliament to advance important bills including education and civil affairs.
As both bills are currently in the respective committees, the work of discussing and passing them in the parliament has not been able to proceed . The Speaker has instructed the Federal Parliament Secretariat to set the agenda for the passage of the School Education Bill, Federal Civil Service Bill by the Assembly after the report of the committee.
Speaker Ghimire had also directed the meeting of the Executive Committee and the discussion with the chief whip and chief whip of the major parties to continue the meeting of the committee until the bills related to the implementation of the constitution and federalism, such as education, personnel, and police, were finalized and to create an environment for the parliamentarians not to hold programs outside the capital. The Ministry of Finance has also approved the necessary managerial arrangements for
discussions.
