The adjournment session of both houses of the Federal Parliament will begin tomorrow, Friday. As the session of both houses of the Parliament has been convened on the recommendation of the Council of Ministers by President Ramchandra Paudel, the session will begin tomorrow at 1 pm at the Federal Parliament Building in New Baneshwar.

Article 93 of the Constitution of Nepal provides that the President may call a session of both houses or either house from time to time. But there is a constitutional provision that the period between the end of one session and the beginning of another session should not exceed six months. 

The winter session of Parliament ended on March 18. There is a provision that the President can address the joint meeting of both houses of the Federal Parliament after the commencement of the first session of each year. The President will address the Parliament through policies and programs.

According to the constitutional provision, the finance minister will present the budget for the next financial year on 15th of June. This session is also referred to as the budget session. 

It is estimated that the policy and program will be presented on May 19 and the pre-budget discussion will be held from May 28. There is a legal provision to hold pre-budget discussions 15 days before the budget is presented.

Before that, the pre-budget discussion on the principles and priorities of the appropriation bill will be held in the House. This time, the long-awaited Federal Civil Act and School Education Bill will be presented and efforts will be made to conclude it.

The parliamentary secretariat has to do the administrative and technical  Secretariat spokesperson Ekram Giri informed that all necessary preparations have been completed.
