With former President Bidya Devi Bhandari appearing to take the leadership of the CPN-UML under President KP Sharma Oli's leadership, there has been a commotion within the party. It seems that the debate about Oli's continuation in the leadership after the upcoming convention or the arrival of Bhandari is not only at the center of UML, but also at the lower level.

As Bhandari's term as president is coming to an end, there are signs that Bhandari has started to activate his group within the periphery of Mansuwa, who took the leadership of UML. When she bid farewell to Sheetal Niwas in February 079, after that she started making clear signs of her aspirations and plans to return to party politics . An important part of that plan was to increase lobbying by some UML leaders to make Bhandari the future president of the party. Lately, Bhandari has made a clear statement that she is ready if necessary.

In the name of Oli and Bhandari partisanship, the workers were clearly divided even during various district conventions in UML . In some districts of the east, the establishment (chairman KP Sharma Oli) and others (supported by Bhandari) have already been established at the local level.

Bhandari spent a week in Biratnagar targeting the district convention of Morang. During that time, she also met and discussed with many leaders. As a result, in the party's district convention held in Morang on February 23, Bhandari's supporter Amber Rai group made a 'clean sweep' of office bearers. Before that, she had met Gandaki on her political position. Lately, on the one hand, she has been forming pro-party groups in other provinces, and on the other hand, she herself has given a clear indication that she will return to active politics. 

Karn Thapa is one of the leaders who openly expressed that Bhandari should be brought to the leadership in UML. Leader Thapa, who is currently a permanent committee member, was once known as a very close character of Oli . When Oli was not in power and strength. Thapa, who was with Oli in the early days of his journey to power and power, has been out of Oli's circle for the last one and a half years. So much so that for some time the road to Thapa was blocked even for a meeting with Oli . This same Thapa has been lobbying that Bhandari should be the president for one and a half/two years.

KP Sharma Oli, who was on the sidelines until the sixth convention of UML, managed to make his place due to the leadership of the policy of harsh attack against the then Maoists when he came to the seventh convention . At that time, the Oli group was not as strong as it is now. The then General Secretary Madhav Kumar was a surveyor in Nepal Group UML. The majority was also behind him. According to Thapa, most of the leaders who are now seen as strong pillars of the Oli group were also in the Nepal group at that time. But at that time Karn Thapa was the foremost UML leader who lobbied for Oli. 

By the time of the seventh congress, when most of the top leaders were on the side of Nepal, the number of people speaking in favor of Oli was insignificant. Only Thapa spoke in favor of Oli in public. In the same way, he is considered to be the first UML leader to openly lobby that former president Bhandari should take the leadership of the party instead of Thapa Oli.  

Even after Oli came to power, Thapa stood by his side for a long time. But after the circle surrounding Oli distanced him from Oli, Thapa started lobbying for Oli's alternative as the next leader of the party. Lobbying is going on, Thapa's claim is that there is no alternative to Bhandari under the new leadership. "Initially, when I spoke, it sounded like I was speaking alone, but now it's a different situation," said Thapa.

Thapa thinks there are some grounds for Bhandari becoming the president. The first basis is the provisions of the current constitution of UML . The age limit and the two-term reference system do not support Oli's desire to take the leadership again. Thapa said that the age limit of 70 years is maintained by the law. "70 years old age limit is only postponed by the Secretariat," says Thapa. A legislative convention or a national convention is required to change any provision . Only he has that right. Thapa says that it is not beneficial for Oli himself to say that the agenda that should not be repeated in the leadership and should be passed down is Oli's agenda.

According to Thapa's claim, the pressure and atmosphere of the leadership transfer going on in all the parties is the second basis . UML is also under intense psychological pressure of leadership transfer . "In that situation, Vidya is the most suitable character," said Thapa, "other leaders of the second line are not in a position to accept one another." Although it has not been made public, Thapa claims that internally, a large number of top leaders of the party are ready for it. 

As claimed by Thapa, another basis for Bhandari to come to the leadership of UML is that Bhandari is the most convenient and reliable person for Oli to leave the leadership. There is a long chain of trust and cooperation between Oli and Vidya. Vidya played the most supportive role to Oli. "Oli is not going to be an obstacle," said Thapa. On the other hand, Vidya also has the heritage of multi-party democracy of the people . Being Madan Bhandari's wife, Bhandari also has that feature of sympathy.
