At a time when dissatisfaction is growing within the Congress regarding the functioning of the government and the decision-making process, two influential leaders of the Congress were absent from the meeting of the high-level political mechanism called by Prime Minister KP Sharma Oli. Congress Vice Chairman Purna Bahadur Khadka, who is also the coordinator of the mechanism, and Gagan Thapa, a member of the mechanism and Congress General Minister, were absent, so Wednesday's meeting was reduced to a formality.
Chairman Sher Bahadur Deuba from Congress, Home Minister Ramesh Akhtar and Foreign Minister Arju Rana Deuba were present in the meeting. From UML, Prime Minister Oli as well as Senior Vice President Ishwar Pokharel, General Secretary Shankar Pokharel, Finance Minister Bishnu Paudel and Prime Minister's Political Advisor Bishnu Rimal participated.
Khadka was not able to attend the meeting due to health reasons and not because of other political issues, according to the Home Minister writer. Mahamantri Thapa reached Bara on Wednesday morning in connection with the party program. He had already returned to Kathmandu when the meeting started at 8 pm in Baluwatar.
Thapa, who went directly to his home without going to Baluwatar, was tried to contact him repeatedly from Baluwatar. But he had switched off his mobile phone. We waited for Gaganji for a long time, we also got the information that he has come to Kathmandu. I thought he would come to the meeting but he didn't come,' said one of the leaders of UML.
Prime Minister Oli called a mechanism meeting to discuss issues such as the teachers' movement, the appointment of the governor and other issues, disagreements between the two parties, after discussing with Congress President Deuba on Tuesday. The UML secretariat meeting held on Monday also entrusted Prime Minister Oli, who is also the party president, to discuss the matter of disagreement in the meeting of the high-level political mechanism when the large ranks of the Congress are becoming dissatisfied.
While Congress General Minister Thapa was waiting in Baluwatar on Wednesday, there was a separate conversation between Oli and Deuba. A leader of UML, a member of the mechanism, said that he did not know what was discussed between them. According to him, in the meeting of the mechanism, there was a general discussion about the movement of royalists, the movement of teachers and the appointment of the governor. "By pledging to pass the Education Bill from the last session, there was a discussion about how to create an environment to bring the protesting teachers back home, but no concrete decision could be reached," said the leader.
On Wednesday, a leader of the Congress said that the response given by Speaker Devraj Ghimire that the school education bill should not be given priority in the Barkhe session has spoiled the atmosphere. "The reaction of the speaker has further spoiled the atmosphere when the mechanism meeting is supposed to take a concrete decision to address the movement and send the teachers back home," said the leader.
Speaker Ghimire, who is in Jhapa, said that it is not possible to finish the school education bill with one number and move on to another issue. President Ramchandra Poudel has called the Parliament session for 12 Baisakh on the recommendation of the Council of Ministers giving priority to addressing the demands of the teachers.
The home minister also raised the issue of Speaker Ghimire's speech in the meeting of the mechanism. He told Kantipur, "It is not the government's business to direct the parliament, but it is the business of the government to advance the bill." The Home Minister author claims that there is no possibility that the government will be brought down by the dissatisfaction within the Congress. "Whatever issues have come out, they are resolved by mutual agreement," he said.
A high-level 'mechanism' was formed last December to make the functioning of the government effective under the original leadership of Prime Minister Oli and Congress President Deuba. Congress Vice President Khadka and UML Senior Vice President Pokharel have been designated as the coordinators of the meeting and discussion of the mechanism. In the
political appointments, discussions are held in the mechanism on how to proceed with the government's priorities, plans and contemporary political issues, from issues that have not been shared between the two parties. Lately, even the suggestions made by the mechanism have not been implemented and Prime Minister Oli has started taking decisions in a way that breaks the trust and confidence of the common people, a large section of the Congress is dissatisfied with the government.
On Wednesday, another general minister of the Congress, Vishwaprakash Sharma, has made public his dissatisfaction with Prime Minister Oli on seven issues, including the promotion of the governor and the additional inspector general (AIG) of the police. He wrote on social media that it is sad that the confusion continues after many questions have been raised about the appointment of the governor of Rashtra Bank. "It is a question of the ability of the government to lead the monetary policy and to select the leadership of the regulatory body of the banking sector as a whole," says Sharma.
According to Sharma, the Congress cannot appreciate actions such as making the vice-chancellor of Tribhuvan University have to resign, and delaying the appointment even when six posts of the AIG post of Nepal Police are about to reach the end of the month.
This tendency of the government is not appropriate. The pace of the government comprising the two main parties was not satisfactory. Let's fix the weakness, let's adjust the rhythm, let's increase the speed,' Sharma said, 'Government should be found in feeling without confusion. The government should run, but the working style should be changed.'
