Enrollment and education of 7 million children affected
The government has issued a circular to the local level and schools across the country to conduct the admission campaign for the academic session 2082. The teachers, who are supposed to be involved in educational activities including student enrollment and textbook distribution, are going to make the protest that has been going on for 13 days even tougher.
The Nepal Teachers' Federation continued its demonstration on New Year's Day on Monday. The teachers, who have been demanding the introduction of the School Education Act, also demonstrated on New Year's Day in Maitighar-Baneshwar area of Kathmandu. Due to their demonstration, traffic in the area is also being affected for the past few days.
Boycotting the government's circular to the local levels and schools across the country to enroll students for the new academic session, the Teachers' Federation has said that it will continue the agitation until the demand is met. The Federation has taken the position that the annual session of the Parliament should be immediately convened, a special session called or the Education Act should be brought through an ordinance. The federation demands that the government should include the agreement made with the federation in the past when the
act is promulgated. The student admission campaign in which 70 lakh children will participate will be affected by the teachers' movement along with the academic strike, while the examination of the answer sheet of SEE has also been stopped. The
movement will continue for a few more days and the Class 12 exams to be held from April 11 will also be affected.
Federation meeting held on Monday evening decided that the teachers will be separated from the student recruitment campaign, teachers and staff will not participate in the class 12 exam and the SEE answer book will not be tested, said Nanumaya Parajuli, coordinator of the movement mobilization committee. The government did not listen to our demand for 13 days. All 77 districts and 7 provinces also held a meeting of the movement mobilization committee,' she said, 'a decision has been taken to make the educational strike more effective and powerful.'
The Federation has stated that the movement has reached the conclusion that the protest will intensify as they do not seem serious about meeting the demand even after holding dialogues with the Ministry of Education twice. The teachers have been protesting since January 20 at the local level, district level. Instead of fulfilling the demand, the government showed a tendency to exhaust the teachers and send them back to school," she said. "Teachers and staff do not participate in class 12 exams. We will not even examine the answer sheet of SEE.'' Parajuli, who is also the co-chairman of the federation, said that the government is not ready to fulfill the demand by making a decision from the cabinet and create a trusting environment to bring the Education Act.
While the teachers are announcing that they will not participate in the recruitment drive, Prime Minister KP Sharma Oli, Education Minister Vidya Bhattarai and other officials of the Ministry of Education have issued an appeal wishing success to the recruitment drive. According to the Ministry of Education, the slogan of this year's enrollment campaign has been decided to be 'participation of all children in school, ensuring quality education'. Prime Minister Oli has requested the stakeholders to make the recruitment campaign a success. He urged all the actors of education to engage in the production of quality and employable educational manpower as the education sector is one of the foundations of prosperity. We cannot reach the national goal without reducing poverty. "Education is the first condition to eliminate poverty," he said in his congratulatory message. Education Minister Bhattarai has appealed to provide textbooks to students along with admission. He said that along with enrollment, the retention rate of students should be increased.
According to the data of the Ministry of Education, 76 percent of the children enrolling in class 1 with early childhood development experience. The enrollment rate at the basic level is 94 percent and the enrollment rate at the secondary level is 56 percent. The Ministry of Federal Affairs and General Administration has instructed all 753 local levels to conduct the student enrollment program. Education Ministry Spokesperson Shivkumar Sapkota said that teachers should return to schools and participate in the recruitment drive. There has been a commitment to meet the demands of teachers from the level of the Prime Minister and Minister of Education. Teachers should also not affect the school schedule. When talking about rights, there should not be a place to raise questions about duty.'' The Education Act is being prepared. The government has listened to the demands of the teachers. There is also a process for that," said spokesperson Sapkota, "The government is working with the commitment to bring the law. It just took time to get the results.
The teachers started a street movement centered on Kathmandu from Chait 20. In the discussion held with the Ministry of Education last week, they submitted a 24-point attention letter to meet the demand. They have submitted a letter of attention with the condition that the main demand of not being under the local level will be raised during the amendment of the constitution. Teacher service facilities, stability, promotion, dignity etc. are now the main demands. The government says that billions of financial obligations will be added to meet the demands of the teachers and the state fund will not be able to bear it.
