Law, Justice and Parliamentary Affairs Minister Ajay Kumar Chaurasia has said that there should be no delay in giving authority to the state structure. He also said that the central government should not hesitate to delay in empowering the local level.
In a program organized in Lalitpur on Thursday, Minister Chaurasia said that the rights ensured by the constitution should be given to the provincial and local levels. "Giving power to the province and empowering the local bodies should not be scrimped anymore." The Constitution of Nepal 2072 envisions a three-level inclusive, proportional state system, not a unitary system, and Article 57 of the Constitution has given 35 single rights to the Union, 21 and 22 to the provinces and local bodies in relation to the distribution of state power,' Minister Chaurasia said, 'According to those rights, we have the Ministry of Law to enact more laws regarding the interrelationship between the provinces, local levels and the Union, and other ministries of the Union are also better empowered to enact laws related to that and with the advice of the Ministry of Law. Lawmaking is proceeding.'
Minister Chaurasia said that the arrangements made by the constitution of Nepal have not been made by other countries. He also says that the right to freedom given by the constitution is being misused. "We have a system of being able to speak, but now it is a system to be able to speak whatever you want". Minister Chaurasia informed that the law to arrange advance bail in Nepal as well as in other countries is being prepared to be submitted in the next session of the Parliament. Now the law is going to be decided to provide anticipatory bail if any person is caught by the police administration at any time and after a few days he is found innocent. He said that the inter-relationship of the state, union and local bodies will be established and the right to make laws that are necessary for each other is for all three levels.
