Karnali textbooks were kept in Surkhet

Due to non-disbursement of funds by the local level, new textbooks have not reached most of the schools in Karnali. According to the Central State Office of Parent Education Materials, the owners of most of the shops listed for the sale and distribution of textbooks did not come to collect the textbooks.

The Center had issued notices to the booksellers of Humla and Mugu to get the textbooks for classes 5 to 10 in the second week of March. Only a few businessmen from Humla bought the textbooks, but no one came in contact from Mugu. For Jajarkot, the notification was issued in the third week of Chait, but the businessmen from there have not come in contact. 

Only about 1500 sets of books have been taken to Calikot, Dolpa and Jumla. It is estimated that 3,000 to 5,000 sets of books are needed in those districts. According to the provincial head of the center, Bhairavababu Pant, out of the target of 25,000 sets of books to be distributed from Surkhet for the next academic session, only 8,000 sets have been taken by the book sellers. 

"The book is stuck in Surkhet because the seller did not come, even the seller who bought the book from the center has not started taking it to the district," he said. The Center has shortlisted 89 bookstores to distribute textbooks across the state. So far only 10/12 bookstores have come to purchase, the center said. 

Chetan Kandel, the proprietor of Surkhet-based Naveen Books and Stationery, said that after receiving funds through schools through the local level, they take books from Janak Shiksha. "The local levels have not given money to the school, it is easy to get the books if the school gives us the money along with the data of the students," he said. But the blame of the book is given only to us businessmen.' 

Amar Pandey, a bookseller from Calikot, said that books cannot be bought until the school gives the funds. In Surkhet, only Panchapuri and Lekbensi municipalities have released the amount of textbooks to the schools, while in Humla, the amount has gone to Sarkeghat and Simkot. Dinesh Budha, the proprietor of Deepkailash Stationery at Kudari in Jumla, said that no local level has released the amount of textbooks in Jumla. "They took the risk of 300 books, but the school did not buy them," he said. "One is that the amount of textbooks does not come according to the number of students, even if it comes, it comes only after 1/2 months," he said.

According to Surendra Bahadur Shahi, headmaster of Bala Kalyan Primary School in Tajakot Rural Municipality of Humla, out of 500 students enrolled in the school in the last academic session, 100 students used old books. "This year too, during the admission campaign, the book did not appear to be ready," he said. The local levels have been claiming that the books will reach the hands of the students during the admission campaign. Neelkanth Khanal, Deputy Head of Birendranagar Municipality, said that the money will go to the school's account within 1/2 day. "The school also gives the money to the seller quickly," he said.

Director of Education Development Karnali Province Acting Director Deepa Hamal said that necessary steps are being taken to deliver textbooks on time. "This year, books are enough for primary education," she said. We are requesting to arrange the distribution of books in all schools within a week.' 

Preparing to give book along with admission in far west 

The past problem of students in far-western hilly and Himalayan districts not getting textbooks on time will be removed in the upcoming academic session. The provincial office of Janak Shiksha, Dhangadhi, has said that it has sold and distributed textbooks in time for the upcoming academic session in the Himalayan and hilly districts. 

Ramvinay Shrestha, Head of Provincial Office of Parent Education, informed that all necessary textbooks have been sent to Bajura, Darchula, Bajhang, Baitadi and Achham on 17 March. According to him, books are also being distributed in Doti, Dadeldhura, Kailali and Kanchanpur. Dambar Bahadur Singh of Srijan Stationery and General Store located in Budhiganga, Bahrabis, Himalayan District, Bajura, said that he has distributed textbooks in all the 21 schools under his responsibility. Sanjay Rokaya, the owner of Rara bookstore, who took responsibility for the distribution of textbooks from Janak Shiksha in Budhinanda Municipality of Bajura, said that books have already been distributed to most of the schools and some are in the process. 194 vendors listed across the Far West are selling books from Janak Shiksha.
